GSA, Johnson Controls Collaborate on RRBITC Electrification Initiative

This pivotal project, funded through the Assisting Federal Facilities with Energy Conservation Technologies (AFFECT) grant, signifies a significant step forward in our joint efforts to transition the RRBITC into a fully electric building. By eliminating its reliance on natural gas-powered district steam plants, we aim to enhance the sustainability and efficiency of this iconic structure, aligning with our commitment to advancing innovative energy solutions.

John Kliem, director of Federal Energy Strategy at Johnson Controls, highlighted the significance of the project, stating, “The Ronald Reagan Building and International Trade Center will become the government’s first fully electric building in the National Capital Region, serving as a blueprint for resilience, sustainability, and efficiency of its critical facilities. We’re very proud to implement innovative electrification and energy conservation solutions that produce significant energy savings each year.”

In addition to the electrification project, the RRBITC is undergoing a $91 million Energy Savings Performance Contract (ESPC) to implement deep energy retrofits. Together, these initiatives will reduce greenhouse gas emissions by 2,242 metric tons annually and decrease energy consumption by 8.7% annually. The combined efforts are expected to result in total annual utility cost savings exceeding $6.2 million, a reduction in greenhouse gas emissions of 15,944 metric tons, and a decrease in energy consumption of 47.8%.

GSA Administrator Robin Carnahan emphasized the broader benefits of projects like these, stating, “It’s projects like these that are smart ways to invest in America. It revitalizes manufacturing, it supports workers, it bolsters our resilience, it reduces pollution, it helps our national security, and it helps build an economy that works for everyone.”

The RRBITC, spanning 3.1 million square feet, is one of over 100 buildings included in GSA’s plan to upgrade federal buildings with emerging and sustainable technologies. This initiative aligns with GSA’s goal of achieving net-zero emissions for all federal buildings by 2045.
