L’Europe, nous en sommes tous conscients, traverse un moment critique.
Depuis 2008 nous vivons une crise financière et une crise budgétaire. Une crise privée et une crise publique. Une crise internationale et une crise domestique.
Une crise d’une taille et d’une complexité uniques et dont la solution sera également d’une ampleur et d’une complexité inédites.
Nous avons d’ores et déjà pris des décisions difficiles. Mais il reste des défis à surmonter.
Le plus important demeure, de loin, le redémarrage de la croissance.
Et c’est au service de cet objectif qu’il faut envisager le commerce international et que je veux placer la politique commerciale de l’Union européenne. Parce que dans une économie mondialisée, où les échanges internationaux représentent presque la moitié de la production mondiale, le commerce et la manière de le gérer devient un élément fondamental de la politique économique.
Pour cela, nous avons besoin d’une stratégie. Il ne s’agit pas de se laisser ballotter par le flot des échanges mais de fixer un cap et une méthode pour en tirer le meilleur parti.
Mais cela requiert en retour, d’être capable d’analyser avec justesse le fonctionnement du commerce mondial et la nature de nos intérêts, au-delà des clichés et des a priori.
Commençons donc par cette analyse. Il y a trois points autour desquels celle-ci doit s’articuler.
Premièrement – et contrairement à ce qu’on entend trop souvent – le commerce international est un formidable vecteur de croissance et d’emploi pour Europe.
Comment?
Parce qu’il donne à nos entreprises l’accès à des marchés importants et en forte croissance. En Europe aujourd’hui quelque 30 millions de salariés de l’industrie et des services doivent leur poste aux échanges extra-européens. C’est comparable au nombre total de salariés de l’industrie.
Ce chiffre a déjà augmenté de 10 millions depuis 1995 et devra augmenter encore si nous voulons retrouver la croissance. Parce que, dans les années à venir, 90% de la croissance mondiale sera générée hors Europe.
Naturellement la croissance sans précédent des économies émergentes nous oblige à faire face à une concurrence inédite. Nous devrons répondre à ce défi. Mais nous ne devons pas perdre de vue que la meilleure réponse consiste à exploiter les opportunités offertes par l’émergence de ces nouveaux marchés.
Il serait naïf de croire que l’on peut simplement fermer la porte à ces nouvelles sources de concurrence. Il serait fort regrettable de fermer les yeux sur ces opportunités.
Notre politique est donc une politique d’engagement active de nos partenaires émergents. Nous ne craignons pas la concurrence mais nous souhaitons qu’elle respecte des règles claires et justes, qui maximisent les opportunités de chacun.
Dans le même temps, nous ne devons pas sous-estimer les bénéfices que nous pouvons tirer d’un plus grand engagement de nos partenaires traditionnels. Les Etats-Unis, le Japon et le Canada représentent 20% de nos exportations et 40% de nos investissements étrangers. Nous avons des intérêts communs dans la mondialisation. Le renforcement de nos relations nous donnera un levier accru dans la régulation de la mondialisation.
Deuxièmement, la manière dont les biens sont produits aujourd’hui a profondément changé. Nous ne produisons plus des produits dans une seule usine, dans un seul pays.
Cela ne veut pas dire que nous n’avons plus rien à produire, mais qu’il faut s’insérer dans des chaînes de valeur globales au sein desquelles nous co-produisons des biens et des services avec d’autres pays.
La construction de l’Airbus A380 est un excellent exemple : Assemblé à Toulouse mais fondé sur la collaboration de plus de 15 usines en Allemagne, Espagne, le Royaume Unie et la Belgique !
Cette réalité rend la fluidité des échanges encore plus importante. Deux tiers de nos importations sont constituées de matières premières, produits intermédiaires et composants qui sont utilisés dans le processus de production.
Il faut importer pour exporter ! Les obstacles posés à l’accès à notre propre marché, loin de nous protéger, deviennent un handicap pour notre compétitivité.
Le troisième point concerne l’Europe elle-même.
D’aucuns prétendent que dans la conjoncture actuelle, l’ouverture commerciale est un luxe que nous ne pouvons plus nous permettre. Pour les tenants de cette thèse, les entreprises européennes seraient faibles et auraient tout à perdre dans la compétition internationale.
Cette thèse n’est pas soutenue par les faits.
Aujourd’hui ce n’est pas la faiblesse des entreprises européennes qui est remarquable.
C’est leur force.
L’Europe est le premier exportateur et le premier importateur mondial.
Elle est aussi le premier investisseur à l’étranger et la première destination des investissements étrangers.
Plus saillant encore, l’Europe a maintenu sa part de marché dans les exportations mondiales, qui est restée de l’ordre de 20% des exportations mondiales hors énergie depuis le milieu des années 90.
- En dépit des transformations profondes de l’économie mondiale durant ces quinze dernières années.
- Malgré la Chine, malgré l’Inde, malgré le Brésil.
- Alors même que les Etats-Unis comme le Japon perdaient des parts de marché, ce qui est bien normal dans un monde qui change si vite.
L’Europe, en tant que bloc commercial, n’a pas à craindre la mondialisation.
Naturellement, l’Europe n’est pas un tout homogène. Tous les Etats Membres ne réussissent pas aussi bien.
Certains, comme la France, voient leurs performances se dégrader et leurs déficits commerciaux s’aggraver.
Mais il faut rappeler que, chez les Etats membres dont la balance commerciale s’est dégradée dans les dix dernières années, plus des deux tiers de cette dégradation intervient d’abord au sein des échanges intra-européens. Ce qui veut dire: dans le cadre parfaitement régulé de l’Union européenne, entre pays de niveau de développement équivalent. Et si la France est légèrement excédentaire dans ses échanges extra-européens, elle est fortement déficitaire dans ses échanges intra-européens.
Cela ne signifie pas qu’il n’y a pas de défi dans le commerce international. Au contraire. Mais il ne faut pas se tromper de diagnostic. Les problèmes de compétitivité de l’économie française ne peuvent pas se résumer à la « concurrence déloyale » ou à un degré d’ouverture trop élevé. Ceux qui réussissent en Europe opèrent dans les mêmes conditions.
Il y a en France, comme dans d’autres pays de l’Union européenne, un problème plus général de compétitivité.
La France est un pays riche avec des entreprises multinationales performantes, des écoles enviées dans le monde entier et des institutions de recherche reconnues.
Mais, comme le Conseil de l’Union européenne l’a relevé dans ses recommandations pour la France, il est urgent d’entreprendre des réformes de fond dans plusieurs domaines : quant au fonctionnement du marché de travail, par exemple, ou à l’ouverture des services ou du secteur de l’énergie.
C’est d’ailleurs la voie qu’a indiquée le rapport Gallois et qu’a commencée à suivre le gouvernement dans son pacte pour la croissance, la compétitivité et l’emploi. Le succès de la conférence sociale est de très bon augure à cet égard.
C’est uniquement en traitant ces questions qu’une solution aux défis de la compétitivité pourra être trouvée. Ne pas le faire, en se contentant de pointer la concurrence étrangère et la prétendue naïveté de l’Union européenne, serait non seulement une erreur, mais une faute, avec des conséquences non seulement pour la France mais pour l’Europe en général.
Cela ne doit pas nous empêcher pour autant de faire le nécessaire au niveau européen pour tirer le plus grand parti des changements en cours à l’échelle mondiale.
Nous devons poursuivre une stratégie commerciale intelligente et ciblée, sur la base des éléments objectifs que je viens de rappeler. Une stratégie offensive et volontariste, adaptée aux réalités – qui n’a rien d’idiot ni de naïf.
Notre politique commerciale doit être, tout d’abord, fondée sur le principe de réciprocité.
La réalité est que nous avons déjà opéré un virage majeur vers plus de réciprocité il y a 6 ans lorsque nous avons relancé la négociation d’accords bilatéraux. Car ce genre d’accord est par nature plus propice à l’établissement de concessions réciproques. Tout simplement parce que l’objectif de base d’un accord de libre-échange est l’élimination totale et mutuelle des barrières aux échanges : le point de départ de la négociation est donc celui d’une réciprocité pleine et entière.
Mais notre conception de la réciprocité est celle d’une réciprocité positive, qui vise à amener nos partenaires à notre niveau d’ouverture. Pas d’une réciprocité qui consisterait à fermer nos marchés parce que les autres le font et à se tirer une balle dans le pied pour faire comme eux.
Quant à son application aux économies émergentes, il doit être aussi une réciprocité réaliste et différenciée. Nous avons tout à gagner à engager les grands pays émergents avec qui nous commerçons dans des négociations d’accès au marché réciproque. Parce qu’ils sont aujourd’hui plus fermés que nous au commerce et parce qu’ils ont des perspectives de croissance plus élevées.
Mais il ne faut pas se leurrer. Sachant qu’ils viennent de beaucoup plus loin que nous, leurs efforts sont nécessairement plus importants : le point d’arrivée ne peut être tout à fait le même. Cela suppose d’être prêt à accepter une dose limitée d’asymétrie entre les engagements de nos partenaires émergents et les nôtres.
Tout simplement parce que la conjoncture actuelle nous oblige à prendre une posture plus offensive que par le passé. Nous devons nous positionner sur ces marchés en croissance.
Cela ne veut non plus dire que nous n’avons plus d’intérêts défensifs auxquels nous devons prêter attention. Nous les intégrons systématiquement dans notre approche des négociations commerciales, par l’intermédiaire de périodes de transition plus longues ou de clauses de sauvegarde qui évitent toute évolution incontrôlée des échanges.
Mais il faut aussi comprendre que les sensibilités sectorielles que nous rencontrons sont souvent le résultat d’un problème plus large qu’il convient de traiter avec d’autres instruments.
Qu’est-ce que cela veut dire en pratique ?
Il faut commencer par le plus important. Malheureusement, au niveau multilatéral, les éléments clés du Cycle de Doha restent bloqués et sont susceptibles de le rester pendant une période non négligeable.
En revanche, il y a une réelle possibilité d’avancer sur certaines questions au cours de cette année, notamment la facilitation des échanges. Nous allons travailler dur pour obtenir un accord lors de la Conférence Ministérielle de Bali en décembre.
Surtout, nous avons développé un agenda de négociations bilatérales sans précédent – et qui est probablement le plus ambitieux aujourd’hui parmi les grandes puissances commerciales. Si nous parvenons à la mener à bien, cette série d’accords bilatéraux pourrait relever structurellement notre trajectoire de croissance à hauteur de 2% du PIB ou 250 milliards d’euros pour l’ensemble de l’Europe.
Les accords de libre-échange que nous négocions couvrent non seulement les barrières commerciales traditionnelles comme les droits de douane, mais tous les sujets clés pour nos entreprises et d’avenir, comme les services et l’investissement, les obstacles d’ordre règlementaires, les marchés publics, et la protection de la propriété intellectuelle.
Nous avons d’abord ciblé les pays émergents.
Nous négocions notamment avec les pays de l’Asie du Sud-Est regroupés dans l’ASEAN et avec l’Inde.
Un accord avec l’Inde nous permettrait pour la première fois d’engager un grand pays émergent dans un exercice sérieux de libéralisation des échanges sur une base réciproque. Sa portée systémique serait considérable, de même que les bénéfices tangibles qu’il apporterait aux opérateurs européens, en leur donnant accès à un marché qui devrait devenir rapidement un des plus importants au monde.
Nous négocions avec l’Inde depuis 5 ans. C’est long mais la raison est simple : nous allons au-delà de ce qui a été fait jusqu’ici et nous poussons nos partenaires au-delà de leur zone de confort. Si nous avions voulu conclure avec l’Inde sur la même base que le Japon l’a fait il y a quelques années, cela ferait longtemps que nous aurions pu le faire.
Collectivement les pays de l’ASEAN sont un géant économique méconnu. Nous avons fait un pas en avant très important dans ce contexte à la fin de l’année dernière en concluant les négociations avec Singapour. Cet accord servira de référence pour nos négociations avec les autre pays, comme le Vietnam et la Malaisie, qui sont aussi en cours.
Nous n’avons pas aujourd’hui la perspective d’un tel accord avec la Chine, mais devrions engager cette année des négociations pour un accord sur l’investissement. Nous nous engageons avec la Chine sans naïveté et sans illusion, mais sans acrimonie. La réalité est que l’Europe et la Chine sont devenues indispensables l’une pour l’autre. Nous devons trouver le moyen de rééquilibrer notre relation tout en l’approfondissant. C’est dans l’intérêt de la Chine elle-même, qui doit aller vers plus d’ouverture et ce sera un des enjeux du nouveau leadership.
Nous devons également approfondir nos relations avec nos partenaires développés.
Nous sommes maintenant très proches d’un accord avec le Canada. Cet accord a naturellement une valeur importante en soi, mais il doit aussi nous permettre de nous préparer à des accords avec deux économies encore plus importantes.
En Novembre les Etats membres ont autorisé l’ouverture de négociations avec le Japon, quatrième économie mondiale, et qui reste une des plus fermées de l’OCDE. C’est synonyme de nombreux défis pour les négociations – particulièrement quant à l’élimination des barrières règlementaires aux échanges – mais aussi un potentiel considérable.
Le prochain grand partenaire avec lequel nous devrions lancer des négociations est les Etats-Unis.
Un groupe de travail à haut niveau a été mis en place à ce sujet il y a un peu plus d’un an et j’espère achever ses travaux préparatoires avec mon homologue américain dans les prochaines semaines.
Là-aussi, il ne s’agira pas d’une négociation facile. Les droits de douane entre nos deux économies sont déjà très bas. L’essentiel des enjeux portent sur des questions règlementaires. Il y a un potentiel de convergence entre nos deux modèles qui doit nous apporter des bénéfices à tous sans pour autant remettre en cause nos choix fondamentaux de société.
Mais là-encore, il n’y a pas de doute possible sur le potentiel d’un tel accord. Notre relation comprend déjà 15 millions d’emplois, 2 milliards d’euros de commerce par jour et plus de 2000 milliards d’euros d’investissements croisés.
Mais cette stratégie d’engagement ambitieuse avec nos plus grands partenaires émergents et développés ne serait rien si nous n’étions pas capables de le faire appliquer. Nous mettons donc un accent particulier sur la mise en œuvre des accords, le respect de la règle de droit et le combat contre les pratiques commerciales déloyales. C’est une priorité clé pour l’Europe.
Cela passe par de multiples instruments mais pour s’en tenir au règlement des différends dans le cadre de l’OMC, l’Union est aussi active et plus efficace qu’aucun de ses partenaires, Etats-Unis compris.
Nous avons lancé sensiblement le même nombre de cas que ceux-ci au cours des deux dernières années – 5 pour l’Union européenne, 6 pour les Etats-Unis. Mais nous avons obtenu plus de succès, en gagnant la grande majorité des cas ou, mieux encore, en réglant les problèmes soulevés sans avoir besoin d’aller jusqu’au bout de la procédure.
Au cours de l’année écoulée, nous avons gagné un cas très important contre la Chine sur les matières premières et lancé un deuxième cas sur les terres rares. Nous avons avancé dans le conflit Airbus-Boeing avec les Etats-Unis. Et nous avons agi contre les restrictions injustifiables de l’Argentine.
Reste que charité bien ordonnée commence par soi-même. Nous ne serons crédibles pour combattre le protectionnisme dans le monde que si nous savons aussi résister aux tentations de protectionnisme chez nous.
Enfin, nous n’hésitons pas non plus à utiliser nos instruments anti-dumping et anti-subvention, là où c’est nécessaire, et là où c’est justifié. L’ouverture récente d’une enquête sur les exportations de panneaux solaires chinois en est la meilleure preuve. Mais il est important que nous utilisions ces instruments à bon escient, quand les conditions pour le faire sont pleinement remplies. Personne n’a intérêt à une gestion « politique » de ces instruments, qui ne feraient que les affaiblir.
Mon intention est de faire des propositions pour mettre à jour cet arsenal parce que la dernière révision date d’il y a 15 ans et que le monde évolue. Mais je le ferai sans changer les équilibres fondamentaux qui le sous-tendent.
Je l’ai dit, notre stratégie commerciale est probablement la plus ambitieuse qui ait été développée jusqu’ici – et la plus couronnée de succès.
J’ai appris que la ministre du commerce extérieure Madame Bricq a développé une stratégie pour le commerce extérieur de la France, qui concentrera les efforts de l’administration sur un certain nombre de pays et de secteurs où la demande est forte et où l’offre française est reconnue.
J’ai regardé la contribution de notre politique commerciale à cette stratégie. Je suis heureux de constater que les accords que nous avons déjà mis en œuvre couvrent déjà le quart des exportations françaises vers les pays ciblés par Mme Bricq.
Si nous mettons en œuvre l’agenda que je viens de vous présenter, ce sont trois quarts des exportations françaises vers ces pays prioritaires qui seront couvertes par des accords de libre-échange et bénéficieront de conditions extrêmement avantageuses d’entrée sur le marché de nos partenaires.
Pour mener à bien cette politique, il nous faudra cependant l’appui de tous les Etats-membres.
Les difficultés sont nombreuses et c’est normal. Mais certains intérêts sectoriels spécifiques nous poussent trop souvent à changer de cap, voire à faire marche arrière.
Ce n’est pas une option pour l’Europe dans la conjoncture actuelle.
Nous ne tirerons pleinement parti du nouvel ordre du monde qu’en le modelant à notre avantage, pas en lui tournant le dos.
