PHILIPPINES: AFRY Supports Development and Delivery of 78 MWp Solar Facility in Isabela

(IN BRIEF) AFRY has been appointed Owner’s Engineer for a 70 MWac / 78 MWp solar photovoltaic project being developed by Linglingay Power Corporation, a HEXA Renewables project company, in Gamu, Isabela, in the Philippines. The 76-hectare facility will connect directly to the Luzon Grid through the NGCP Gamu 69 kV switchyard using a 1.2 km double-circuit transmission line. AFRY initially acted as Technical Consultant during the asset acquisition and will now manage pre-construction engineering, tendering and EPC support before continuing with design review, site supervision, testing, commissioning and handover during construction. The project is expected to support renewable energy development and improve grid reliability in Northern Luzon.

(PRESS RELEASE) SOLNA, 3-Jul-2026 — /EuropaWire/ — AFRY is providing technical and engineering support for a 70 MWac / 78 MWp ground-mounted solar photovoltaic project in Gamu, Isabela, in the Philippines.

The company is working with Linglingay Power Corporation, a project company of Singapore-based HEXA Renewables, on the development of the solar facility in Barangay Linglingay. The project will be built on a 76-hectare site and will connect to the Luzon Grid through the National Grid Corporation of the Philippines’ Gamu 69 kV switchyard. A 1.2 km double-circuit transmission line will provide the direct grid connection.

When completed, the facility is expected to contribute to the Philippines’ renewable energy objectives while helping strengthen electricity reliability in Northern Luzon, where demand for power is continuing to grow.

AFRY’s involvement began during the acquisition of the asset, when it was engaged as Technical Consultant to undertake technical due diligence. Following completion of the transaction, Linglingay Power Corporation appointed AFRY as Owner’s Engineer for the pre-construction stage of the development.

During this phase, AFRY is reviewing technical designs and available site information, optimising the layout of the 76-hectare project area and preparing the Employer’s Requirements and Minimum Technical Requirements for the engineering, procurement and construction tender process.

The company is also responsible for preparing tender documentation, including invitations to bid and technical and commercial forms. Its role covers the management of the tender process from bid issuance and bidder clarifications through to technical and commercial evaluations, recommendations and support during negotiations.

The pre-construction work is intended to ensure that the project is technically robust, competitively tendered and aligned with international engineering standards before construction begins.

Once an EPC contractor has been appointed, AFRY will continue as Owner’s Engineer throughout the construction phase. Its responsibilities will include reviewing designs for standards compliance, constructability and engineering quality, as well as providing full-time site supervision and construction monitoring.

AFRY will also support the project during testing, commissioning and handover. Its multidisciplinary team will oversee quality, safety and technical performance across the full delivery cycle.

The appointment adds to AFRY’s renewable energy portfolio in Southeast Asia and reinforces its role as a technical adviser for utility-scale solar and grid-connected clean energy infrastructure.
