(IN BRIEF) Deutsche Telekom has partnered with Thüga AG to provide sovereign AI solutions tailored for municipal utilities, enabling secure and compliant data processing within Europe. The initiative introduces Enterprise GPT applications that automate routine tasks, support knowledge management, and enhance operational efficiency while ensuring that sensitive data remains protected within the European legal framework. By centralizing AI deployment, Thüga allows its network of around 100 utilities to adopt advanced technologies without managing integration individually. The collaboration, supported by T-Systems, highlights the growing importance of digital sovereignty in critical infrastructure and demonstrates how AI can improve efficiency while maintaining strict data security and regulatory compliance.

(PRESS RELEASE) BONN, 14-Apr-2026 — /EuropaWire/ — Deutsche Telekom is expanding its role in supporting critical infrastructure by providing sovereign artificial intelligence solutions to municipal utilities through a framework agreement with Thüga AG. The initiative is designed to address the growing need for secure, compliant, and independent data processing within the public energy and water sectors.

Public utilities operate in highly sensitive environments, managing complex datasets related to network operations, customer services, and regulatory compliance. In this context, maintaining digital sovereignty—ensuring full control over data, systems, and processes—has become a central priority. The agreement enables Thüga to deliver centralized AI solutions tailored specifically to the requirements of its network of municipal service providers.

At the core of the collaboration are Enterprise GPT applications developed for secure business use. These AI tools are designed to process sensitive information while ensuring that all data handling remains within the European legal and regulatory framework. The solutions operate through Deutsche Telekom’s infrastructure, including the sovereign German T Cloud Public, ensuring compliance with strict data protection standards and preventing external data leakage.

Ferri Abolhassan emphasized that safeguarding critical infrastructure data is a top priority, highlighting that the company’s AI offerings are built to deliver high levels of security, transparency, and regulatory compliance while maintaining full data sovereignty within Europe.

Through this framework, Thüga provides its network members with ready-to-use AI capabilities, eliminating the need for individual utilities to independently develop or integrate such systems. The Enterprise GPT solutions allow employees to interact with AI using natural language, enabling automation of routine processes and access to organization-specific knowledge bases.

The applications support a wide range of operational functions, including acting as a knowledge assistant for internal documentation, summarizing complex materials, and providing guidance based on established procedures. They also assist in drafting communications such as internal reports, customer responses, and official documents, while offering back-office support for tasks like preparing service descriptions, developing concepts, comparing offers, and generating training materials.

By automating repetitive tasks, the solutions help reduce administrative workloads and allow employees to focus on more strategic and complex responsibilities. This approach enhances efficiency while maintaining strict control over sensitive information.

Headquartered in Munich, Thüga represents the largest network of municipal energy and water service providers in Germany, encompassing around 100 utilities. With T-Systems acting as an official partner since 2026, the collaboration reflects a broader effort to integrate advanced digital technologies into essential public services while maintaining security, compliance, and operational independence.
