Bilfinger to Support Emarat and Emdad with End-to-End Engineering for Critical Jet-Fuel Link to the World’s Future Largest Airport

(IN BRIEF) Bilfinger has been appointed by Emdad Aviation Fuel Storage FZCO, an affiliate of Emarat, to deliver complete engineering and design services for a new jet-fuel pipeline that will connect Dubai’s harbor-based Emdad terminal with the expanding Al Maktoum International Airport. As DWC grows into what is expected to become the world’s largest airport, the pipeline will be crucial in ensuring a continuous and high-volume fuel supply, carrying more than 2.5 times the capacity of the existing DXB pipeline. Bilfinger’s multidisciplinary team will oversee approvals, project design, execution and commissioning using best-practice engineering, digital tools and integrity management. Leaders from Emarat and Emdad emphasized that the project strengthens national fuel infrastructure, improves operational efficiency and enhances long-term aviation fuel resilience. (PRESS RELEASE) DUBAI, 25-Nov-2025 — /EuropaWire/ — Bilfinger has been selected by Emdad Aviation Fuel Storage FZCO — an affiliate of Emirates General Petroleum Company PJSC (Emarat) — to provide comprehensive engineering and design services for a major new jet-fuel pipeline in Dubai. The project will establish a strategic link between Emdad’s existing fuel terminal in Dubai’s harbor and the fuel depot at Al Maktoum International Airport (DWC), which is undergoing an enormous expansion that will transform it into the world’s largest airport.

Al Maktoum International Airport is being developed into Dubai’s primary aviation hub, designed to surpass global capacity benchmarks with five runways, the ability to manage 200 departures per hour, and an expected 260 million passengers annually. To support this scale of operations, the new pipeline must ensure a seamless and uninterrupted fuel supply. Once operational, it will transport over two and a half times the annual fuel volume currently carried through the pipeline serving Dubai International Airport (DXB), making it a vital element of the region’s long-term aviation infrastructure.

Marco van der Linden, Vice President Engineering at Bilfinger Engineering & Maintenance Middle East, emphasized the significance of the project, noting that Bilfinger’s multidisciplinary team will work closely with Emarat and Emdad to streamline regulatory approvals, minimize execution risks, and ensure a smooth transition from project delivery to operational readiness. He highlighted that the team will apply established engineering best practices, digital tools and rigorous integrity management to guarantee predictable and compliant project execution from the design phase through commissioning.

The partnership is considered a pivotal step toward reinforcing Dubai’s aviation fuel resilience for decades to come. H.E. Ali Khalifa Al Shamsi, Chief Executive Officer of Emarat, underscored the strategic value of the investment, stating that fuel infrastructure is a core component of national infrastructure. He stressed that the project will strengthen the safety, reliability and capacity of Dubai’s jet-fuel network while supporting the next major growth phase at Al Maktoum International Airport.

Mohamed Almehrzi, Chairman of Emdad Aviation Fuel Storage FZCO, added that the new pipeline will integrate the Jebel Ali terminal and the AMIA depot into one efficient logistics corridor. He noted that close coordination with Emarat and government authorities will ensure compliance with stringent safety and technical requirements while keeping the project on schedule. According to Almehrzi, the link will enhance operational efficiency, reduce turnaround times and further reinforce the resilience of Dubai’s aviation fuel supply chain.

Under the terms of the contract, Bilfinger will manage full-scope engineering responsibilities, including design, project management and installation — all in accordance with the highest international safety and quality benchmarks — preparing the pipeline for Emarat’s operational deployment.
