Gateway Development Commission Selects Skanska Joint Venture for Northeast Corridor Rail Connection Works

(IN BRIEF) Skanska, through a joint venture with Creamer Sanzari, has been selected by the Gateway Development Commission to build the New Jersey Surface Alignment Project, Package 3, as part of the Hudson Tunnel Project in Secaucus and North Bergen, New Jersey. The full design-build contract is valued at USD 712 million, with Skanska’s share worth USD 454 million, or approximately SEK 4.3 billion, to be recorded in the company’s U.S. order bookings for the second quarter of 2026. The project will deliver 7,540 feet, or around 2,200 metres, of new rail infrastructure connecting the future passenger rail tunnel to the existing Northeast Corridor. The work includes retaining walls on deep foundations, a railroad bridge over Secaucus Road, a pile-supported viaduct over wetlands, and a bridge crossing freight rail lines. Construction is expected to start in June 2026 and be completed by 2030.

(PRESS RELEASE) STOCKHOLM, 17-Jun-2026 — /EuropaWire/ — Skanska, in a joint venture with Creamer Sanzari, has been selected by the Gateway Development Commission to deliver the New Jersey Surface Alignment Project, Package 3, as part of the wider Hudson Tunnel Project in New Jersey.

The design-build contract has a total value of USD 712 million. Skanska’s share amounts to USD 454 million, equivalent to approximately SEK 4.3 billion, which the company will include in its U.S. order bookings for the second quarter of 2026.

The project will be carried out in Secaucus and North Bergen, New Jersey, and will create new rail infrastructure needed to connect the future passenger rail tunnel to the existing Northeast Corridor. The Northeast Corridor is one of the busiest passenger rail corridors in the United States, and the new works are intended to support long-term reliability and allow expanded rail capacity.

The scope includes the construction of 7,540 feet, or around 2,200 metres, of new infrastructure. Work will cover the design and construction of retaining walls with fill on deep foundations, a railroad bridge over Secaucus Road, and a pile-supported viaduct with steel and concrete superstructure over wetlands.

The project also includes a railroad bridge crossing the New York, Susquehanna and Western Railway and Conrail freight railroads, adding further complexity to the alignment works.

Construction is scheduled to begin in June 2026, with completion planned by 2030.

The New Jersey Surface Alignment Project forms part of the Hudson Tunnel Project, a major rail infrastructure programme aimed at improving passenger rail connectivity, resilience and capacity in the region.
