ORLEN Advances Small-Scale LNG and BioLNG Strategy with Customer Demand Assessment in Poland and Lithuania

(IN BRIEF) ORLEN has opened a market demand survey for small-scale LNG and bioLNG, inviting business partners and customers to provide information on projected volumes, preferred delivery locations and expected fuel-use models. The results will help ORLEN plan future infrastructure investments and tailor its commercial offering to the needs of B2B customers in transport and industrial applications. The survey will support planning for LNG reloading and logistics infrastructure for the 2029–2033 period, including decisions around location, capacity and operating models. ORLEN is already working to expand capacity at the Świnoujście LNG terminal from 40 to 60 tanker trucks per day and is assessing new infrastructure in Gdańsk, where a planned facility could handle up to 48 tanker trucks per day and begin loading operations under a new model in 2030. The Klaipėda LNG reloading terminal in Lithuania also remains important for Baltic market supply and may be expanded if demand continues to grow. The initiative comes as small-scale LNG demand rises sharply, with annual loading volumes increasing twentyfold in Poland since 2016 and eightfold in Lithuania since 2020.

The survey is designed to collect information on expected fuel volumes, preferred delivery locations and anticipated usage models. ORLEN will use the results to better align future LNG and bioLNG solutions with the needs of the B2B market, particularly across transport and industrial applications.

The initiative forms part of ORLEN’s wider efforts to support the development of the small-scale LNG and bioLNG market in Poland, Lithuania and the broader region. The information gathered from customers will help the company assess future demand, plan infrastructure investments and adapt its services to the operational requirements of business users. The survey will remain open until the end of June.

“We want to develop LNG and bioLNG infrastructure based on customers’ actual needs. The better the infrastructure reflects market requirements, the greater the flexibility in managing supply costs and logistics. That is why we are encouraging the broadest possible participation in the survey, which will help us identify future development priorities and design solutions that meet the needs of our business partners,” said Grzegorz Bujnowski, Executive Director for Gas Trading at ORLEN.

Participants in the survey will be able to contribute to the planning of LNG reloading and logistics infrastructure for the 2029–2033 period. Their responses may help influence future decisions on the location, capacity and operating models of planned facilities. ORLEN also intends to conduct similar surveys regularly in the coming years to maintain an ongoing dialogue with the market as demand evolves.

The survey represents another step in ORLEN’s preparations to expand the small-scale LNG and bioLNG segment in Poland and Lithuania. The LNG terminal in Świnoujście will remain the primary supply source for the region, with work underway to increase its reloading capacity from 40 to 60 tanker trucks per day.

ORLEN is also assessing planned infrastructure in Gdańsk, with options under consideration including direct ship-to-truck LNG transfer and the use of onshore storage tanks. The planned Gdańsk facility is expected to complement existing infrastructure and strengthen security of supply, with a potential capacity of up to 48 tanker trucks per day. Under current plans, LNG loading operations under the new model are expected to begin in 2030.

In Lithuania, the LNG reloading terminal in Klaipėda continues to play an important role in supplying Baltic markets. The terminal also has potential for further expansion if strong demand growth in the region continues.

The rapid development of the small-scale LNG market highlights the importance of continuous demand assessment. In Poland, annual loading volumes have increased twentyfold since small-scale LNG deliveries began in 2016, reaching 192 thousand tonnes in 2025. In Lithuania, demand has grown eightfold since the Klaipėda terminal started operations in 2020, reaching 33 thousand tonnes.

By collecting direct input from customers, ORLEN aims to support more effective infrastructure planning, logistics management and commercial development in the LNG and bioLNG sector.
