Finnish Ministry Commissions AFRY to Explore Pathways for Expanding Nuclear Power

(IN BRIEF) AFRY has been commissioned by Finland’s Ministry of Economic Affairs and Employment to conduct a comprehensive study evaluating future nuclear energy options in the country. The research will cover investment models for small modular reactors, large nuclear facilities, and upgrades to existing plants, assessing their technical, economic, and regulatory implications. Aiming to inform state policy, the study will also consider EU regulations and potential support mechanisms to promote viable projects. According to AFRY’s Jenni Patronen, the study aligns with Finland’s efforts to expand clean energy capacity and enhance self-sufficiency. The final report is expected early next year.

(PRESS RELEASE) SOLNA, 5-Nov-2025 — /EuropaWire/ — The Ministry of Economic Affairs and Employment of Finland has appointed AFRY to conduct a wide-ranging study exploring options and implementation methods for expanding nuclear energy in the country. The analysis, to be carried out by AFRY Management Consulting, will examine several investment pathways, including small modular reactors (SMRs) for heat and power generation, large-scale nuclear power plants, and capacity upgrades at existing facilities.

The study will focus on assessing economic viability, technical feasibility, and potential market impacts for each nuclear investment option. It will also analyze possible support mechanisms to encourage private and public sector participation, ensuring compliance with EU electricity market regulations and state aid frameworks.

The assignment seeks to provide the Finnish government with a clear understanding of the costs, risks, and long-term impacts of nuclear energy investments. It will also evaluate how different policy tools could affect electricity consumers, the national grid, and industrial competitiveness.

Currently, Finland operates five nuclear reactors, which together generate around 40% of the nation’s electricity. Nuclear power remains central to Finland’s energy transition strategy, providing carbon-neutral electricity with high reliability and stable pricing.

The results of AFRY’s study are expected to be completed early next year, offering strategic insights for Finland’s long-term energy security and climate goals.
