(IN BRIEF) AFRY has been commissioned by the Geological Survey of Estonia to carry out a comprehensive Preliminary Economic Assessment and Pre-Feasibility Study for the Estonian Phosphate Ore project located in Toolse, Estonia. Recognizing Estonia’s significant phosphorite deposits, which are valued for both their phosphorus and rare earth element content essential for industries ranging from agriculture to high-tech manufacturing, the study will investigate the economic viability, environmental, and social impacts of potential phosphorite mining. The assessment will consider both surface and underground mining techniques and involves extensive minerals processing test work, an evaluation for a beneficiation plant, and theoretical planning for a sulphuric acid plant. (PRESS RELEASE) SOLNA, 9-Apr-2025 — /EuropaWire/ — AFRY has been awarded a study assignment by the Geological Survey of Estonia to provide Preliminary Economic Assessment (PEA) and Pre-Feasibility Study (PFS) services for the Estonian Phosphate Ore project in Toolse, Estonia. Estonia is home to some of Europe’s largest phosphorite reserves, prized not only for its phosphorus content—vital for fertilizer production—but also for its rich deposits of rare earth elements used in high-tech applications such as electronics, renewable energy systems, and battery manufacturing. This project has the potential to transform Estonia into a key supplier of critical raw materials, reducing reliance on imports while bolstering its economic influence in the region.

In collaboration with AFRY, the Geological Survey of Estonia is undertaking a comprehensive study to evaluate the costs, benefits, challenges, and both environmental and socio-economic impacts associated with phosphorite mining for phosphoric acid production. The study encompasses an investigation of both surface and underground mining approaches, with a strong emphasis on minimizing and mitigating any environmental repercussions. It includes extensive minerals processing test work, a preliminary economic assessment for designing the mining operations, and a pre-feasibility analysis focused on beneficiation processes and the production of Merchant Grade Acid (MGA). Additionally, the study will explore the potential establishment of a beneficiation plant, detailing the economic viability through estimates of capital and operational expenditures, as well as theoretical evaluations for a sulphuric acid plant.
