(PRESS RELEASE) MADRID, 25-Feb-2026 — /EuropaWire/ — Telefónica, through its digital division Telefónica Tech, has partnered with IBM to develop an artificial intelligence–driven application called TEMIS for the General State Attorney’s Office, supporting the institution’s ongoing digital transformation. The system is designed to improve access to legal information by enabling faster and more precise identification and analysis of previous cases, helping legal professionals work more efficiently and make better-informed decisions.

The project follows Telefónica’s selection as technology partner to the General State Attorney’s Office in 2025 through a public tender. TEMIS has now been integrated into the institution’s portfolio of digital services, helping to organize extensive collections of legal documentation and transform them into a structured and accessible resource for state lawyers.

Built on the IBM watsonx artificial intelligence platform and supported by IBM cloud technologies, TEMIS enables legal professionals to search for relevant precedents, identify comparable cases, and evaluate similarities and differences between lawsuits. These capabilities allow lawyers to prepare legal responses more quickly and consistently while maintaining professional oversight and legal judgment as the final decision-making authority.

By automating time-consuming document analysis tasks, TEMIS helps reduce the time required to review claims and legal materials while improving consistency in the application of legal criteria. The system is intended to free legal professionals to focus on complex analytical work and strategic decision-making, ultimately enhancing the quality of legal services provided by the institution.

David Vilas of the State Attorney emphasized that the introduction of TEMIS represents a significant step forward in the institution’s modernization efforts, enabling legal teams to operate with greater speed and accuracy while preserving the rigor and security standards required in public administration.

Almudena Bonet, AI Product Manager at Telefónica Tech, highlighted the role of generative artificial intelligence in modernizing administrative processes. The TEMIS platform allows lawyers to reduce repetitive work and shorten analysis times while supporting operational efficiency and improved service delivery.

Jacobo Garnacho, Head of Data and AI Sales at IBM, noted that the project was designed to complement existing legal workflows by making large volumes of legal knowledge accessible and usable without disrupting established professional practices.

AI-Powered Legal Knowledge Management

TEMIS uses advanced natural language processing and artificial intelligence models to classify and interpret legal documents and provide context-aware search results. Virtual agents integrated into the platform support intelligent queries and help users locate relevant information efficiently.

The platform’s architecture allows for gradual expansion as additional documentation is incorporated and new areas of work are integrated. Its scalable design enables the system to handle increasing volumes of legal information and adapt to evolving institutional requirements.

TEMIS has been configured to operate without processing personal data, ensuring compliance with public administration regulations. The system works with anonymized or de-identified information, supporting secure use while protecting sensitive legal records. This approach reflects a commitment by Telefónica and IBM to responsible artificial intelligence based on transparency, traceability, and governance throughout the lifecycle of the models.

The TEMIS project will be presented on March 2 at 10:30 a.m. at the IBM stand during the Mobile World Congress. The presentation will include participation from David Vilas Álvarez of the General State Attorney’s Office, Almudena Bonet of Telefónica Tech, and Jacobo Garnacho of IBM.
