Supported by leading energy and industrial companies and in cooperation with Hydrogen Europe, the alliance aims to strengthen Europe’s energy resilience, industrial competitiveness, and decarbonisation efforts. Alongside its launch, ERA released a white paper identifying key barriers to hydrogen development, including regulatory complexity, high costs, and infrastructure gaps, noting that fewer than 7% of projects have reached final investment decisions. The alliance proposes coordinated action to stimulate demand, simplify regulations, attract investment, and expand infrastructure. By aligning policymakers and industry stakeholders, ERA seeks to bridge the gap between ambition and implementation, enabling the growth of a scalable and self-reliant clean hydrogen economy in Europe.

(PRESS RELEASE) MADRID, 15-Apr-2026 — /EuropaWire/ — The European Resilience Alliance for Clean Hydrogen and Derivatives has been formally launched at the European Parliament in Brussels, marking the start of a major industry-led effort to accelerate the development of clean hydrogen across Europe. The event was opened by Teresa Ribera, Executive Vice-President for Clean, Just and Competitive Transition at the European Commission, and co-hosted by Members of the European Parliament Andrea Wechsler and Nicolás González Casares. The launch brought together policymakers and leading industry representatives to address Europe’s evolving energy landscape.

ERA is a pan-European, CEO-driven coalition that unites major industrial players across the clean hydrogen value chain. Its core objective is to accelerate the deployment of clean hydrogen technologies, strengthen Europe’s industrial competitiveness, and enhance strategic autonomy in response to growing geopolitical and economic pressures.

The alliance’s founding members include Enagás, Fluxys, Fortum, Gasgrid Finland, Moeve, Nordion Energi, OGE, RWE, SEFE, Stegra, and Thyssenkrupp, working in cooperation with Hydrogen Europe. Together, they represent the full spectrum of the clean hydrogen ecosystem, from production and infrastructure to industrial demand and financing.

ERA’s mission is centred on advancing Europe’s decarbonisation efforts while strengthening energy resilience by enabling the domestic production of low-carbon fuels and industrial materials. The initiative aims to foster a unified approach to policymaking and investment across the hydrogen value chain, while also supporting the development of scalable markets, industrial clusters, and cross-border energy corridors.

To support its launch, ERA has released a comprehensive white paper outlining policy recommendations to address the gap between Europe’s hydrogen ambitions and the current pace of project deployment. The document highlights that although a significant number of clean hydrogen projects have been proposed, fewer than 7% have reached a Final Investment Decision.

The report identifies several key barriers slowing progress, including fragmented implementation of EU regulations, complex Renewable Fuels of Non-Biological Origin rules, high electricity costs, limited demand certainty, and uncertainty around infrastructure development. In response, the alliance calls for coordinated action across four priority areas.

First, it emphasises the need to stimulate demand by ensuring stable and bankable markets for clean hydrogen. This includes the timely implementation of the Renewable Energy Directive and harmonised application of related regulations across sectors such as aviation and maritime transport.

Second, the alliance highlights the importance of simplifying regulatory frameworks and reducing production costs, particularly electricity prices, which account for a large share of hydrogen production expenses. It also calls for a more targeted approach to subsidies, focusing on large-scale industrial projects.

Third, ERA advocates measures to unlock private investment, including maintaining strong carbon pricing mechanisms such as the Emissions Trading System and Carbon Border Adjustment Mechanism, alongside introducing financial instruments to reduce investment risks.

Finally, the alliance underscores the critical role of infrastructure, calling for increased funding and coordination to develop a European hydrogen backbone that connects production hubs with demand centres and enables large-scale deployment.

Speaking ahead of the launch, Miguel Ángel López Borrego of Thyssenkrupp highlighted the structural vulnerabilities facing Europe, including reliance on external energy sources and supply chains, and stressed the importance of coordinated action to strengthen resilience while achieving climate goals.

Maarten Wetselaar of Moeve noted that clean hydrogen could provide long-term energy stability and independence, helping Europe reduce exposure to volatile fossil fuel markets while advancing decarbonisation in hard-to-abate sectors.

Olli Sipilä of Gasgrid Finland pointed to the importance of building new energy infrastructure, describing a hydrogen backbone network as a transformative element that could lower costs and unlock large-scale investment opportunities.

Through its coordinated, industry-led approach, ERA aims to accelerate the transition toward a more resilient, competitive, and sustainable European energy system.
