SGS: European Commission to restrict the application of zinc oxide as a colorant starting from August 24, 2017

The European Commission has published Regulation (EU) 2017/1413 to restrict the application of zinc oxide (CAS No. 1314-13-2) as a colorant.

GENEVA, 22-Aug-2017 — /EuropaWire/ — Zinc oxide is a permitted colorant, in Entry 144 of Annex IV to Regulation (EC) No. 1223/2009. The European Commission considered the adopted Scientific Committee on Consumer Safety (SCCS) opinion SCCS/1489/12 (revised on December 11, 2012) and SCCS/1539/14 (revised on June 25, 2015). Zinc oxide is now restricted to those applications which may not lead to exposure of the end-user’s lungs by inhalation.

This Regulation shall enter into force on August 24, 2017.

Timeline for Compliance:

  • From February 24, 2018, only cosmetic products which comply with the Regulation shall be placed on the European Union market
  • From May 24, 2018, only cosmetic products which comply with the Regulation shall be made available on the European Union market

The industry shall be aware of the restriction of application of zinc oxide, especially on sprayable application/products.
