European Bank for Reconstruction and Development appoints Andreea Moraru as Managing Director for Central Europe and the Baltic States

(IN BRIEF) European Bank for Reconstruction and Development has appointed Andreea Moraru as Managing Director for Central Europe and the Baltic States, effective from 1 June 2026. Based in Warsaw, she will oversee the Bank’s activities across eight countries in Central Europe and the Baltic region. Moraru succeeds Charlotte Ruhe and brings more than two decades of EBRD experience, including previous leadership roles covering Greece and Cyprus. The EBRD said her appointment supports its continued focus on sustainable growth, green transition, energy security, innovation and private-sector competitiveness across the region.

(PRESS RELEASE) LONDON, 18-May-2026 — /EuropaWire/ — European Bank for Reconstruction and Development (EBRD) has appointed Andreea Moraru as Managing Director for Central Europe and the Baltic States, with the appointment taking effect on 1 June 2026.

Currently serving as Director for Poland and the Baltic states, Moraru will oversee the Bank’s operations across Croatia, Hungary, Poland, Slovakia, Slovenia, Estonia, Latvia and Lithuania in her new role.

Based in Warsaw, Moraru will lead the EBRD’s regional engagement strategy, working alongside country teams, governments, private-sector clients and institutional partners to support investments, policy dialogue and reform programs throughout the region. The Bank said her role will focus on ensuring investments deliver long-term sustainable growth while responding to evolving regional economic and geopolitical challenges.

Andreea Moraru succeeds Charlotte Ruhe, who is scheduled to retire at the end of June after leading the EBRD’s Central and South-Eastern Europe operations.

A dual Romanian and British national, Moraru brings more than twenty years of experience within the EBRD across both country management and sector-focused roles. The Bank highlighted her experience in business growth, policy engagement, leadership of multicultural teams and collaboration with governments, financial institutions and private-sector stakeholders.

Before assuming her current Warsaw-based position, Moraru served as Director and Head of Greece and Cyprus for the EBRD. During that period, she oversaw the expansion of the Bank’s corporate business activities in Greece while managing the gradual wind-down of operations in Cyprus and the closure of the Bank’s resident office in Nicosia.

The EBRD also noted Moraru’s experience serving on boards across the banking, insurance, pensions and asset-management industries. She currently serves as the EBRD’s nominee director on the board of the European Expansion Fund (ENEF).

According to the Bank, the Central Europe and Baltic States region remains strategically important within the EBRD portfolio, combining advanced transition economies with markets that continue to pursue structural reforms. The institution’s regional priorities include supporting private-sector competitiveness, accelerating the green economy transition, strengthening energy security and promoting innovation and economic resilience.
