EIB Global strengthens its Albania partnership with appointment of Alessandro de Concini as new country representative

(IN BRIEF) EIB Global has appointed Alessandro de Concini as its new representative to Albania, succeeding Petia Manolova, to strengthen the country’s green, digital, and EU accession efforts. With 17 years of experience in the EIB Group and a strong background in the Western Balkans, De Concini will focus on accelerating sustainable infrastructure, competitiveness, and climate-resilient growth. The EIB has invested €780 million in Albania since 1995 and recently committed €90 million in 2025 for loans, grants, and advisory support, including green finance and regulatory reforms. His appointment underscores EIB Global’s ongoing dedication to advancing Albania’s integration into the European Union.

(PRESS RELEASE) LUXEMBOURG, 10-Nov-2025 — /EuropaWire/ — EIB Global has named Alessandro de Concini, a seasoned Western Balkans banking expert, as its new representative to Albania, reinforcing the EU Bank’s long-standing commitment to supporting the country’s sustainable growth, connectivity, and accession to the European Union. De Concini, an Italian national with 17 years of experience within the EIB Group, takes over from Petia Manolova, whose term ended in September 2025. Based in Tirana, he will lead EIB Global’s mission over the next three years to boost Albania’s green and digital transitions while enhancing competitiveness and investment readiness.

Throughout his EIB career, De Concini has played a central role in financing public-sector and banking operations across Albania, Kosovo, and North Macedonia, helping shape projects that strengthen regional cooperation. Since 1995, EIB Global has committed €780 million in Albania to vital infrastructure and energy initiatives — from roads and railways to water and renewable power — supporting the country’s economic development.

EIB Vice-President Robert de Groot, who oversees operations in the Western Balkans, said: “The EIB Group, with Alessandro de Concini representing us in the country, is fully committed to helping Albania unlock investment opportunities to boost economic growth, regional integration, and accelerate the country’s journey towards EU accession.”

In 2025 alone, EIB Global has provided €90 million in loans and grants to Albania, alongside advisory programmes such as technical assistance to the Bank of Albania for integrating climate-risk frameworks and developing a green taxonomy to channel sustainable finance. De Concini emphasized his vision for advancing climate resilience and innovation: “My experience across the Western Balkans equips me to actively support Albania’s green transition, digitalisation, and climate-resilience efforts. Helping small businesses invest and adapt will be crucial to strengthening competitiveness on the road to EU membership.”

De Concini, who holds a Master of Science in Economics from Bocconi University in Milan, now leads EIB Global’s efforts to deepen its partnerships across Albania’s public and private sectors, ensuring the country’s progress toward a low-carbon, digitally empowered economy remains on track.
