EIB and Intesa Sanpaolo agreements to create 2GW of clean capacity and thousands of jobs across Italy and Europe

(IN BRIEF) The European Investment Bank (EIB) and Intesa Sanpaolo have announced two financing operations worth €750 million to accelerate renewable energy development and strengthen Europe’s wind sector. A €500 million framework loan will support solar, wind, bioenergy, and storage projects, mostly in Italy, creating 500 MW of new capacity and generating 1,200 GWh per year — enough for over 400,000 households — while also creating thousands of jobs. A €250 million counter-guarantee, backed by InvestEU and part of the €6.5 billion EIB Wind Package, will enable up to €500 million in bank guarantees, mobilising around €4 billion of investment and supporting 1.6 GW of new wind capacity annually. The initiatives align with REPowerEU goals, advancing Europe’s energy transition and enhancing energy security.

(PRESS RELEASE) LUXEMBOURG, 1-Oct-2025 — /EuropaWire/ — Europe’s shift toward clean energy has taken another step forward as the European Investment Bank (EIB) and Intesa Sanpaolo announced two financing initiatives worth €750 million, designed to accelerate the development of renewable projects and strengthen the wind energy supply chain. Together, the operations are expected to mobilise more than €4.5 billion in investment and support the construction of renewable capacity equivalent to 2GW.

One of the agreements creates a €500 million credit line to channel funds into new solar, wind, storage, and bioenergy facilities. Most of the projects will be built in Italy, while others will be carried out in different EU countries. Once operational, they are expected to deliver about 500 MW of clean capacity, producing roughly 1,200 GWh per year — enough to power over 400,000 Italian homes. Beyond generating energy, the programme will drive local employment, with an estimated 2,300 jobs created during construction and around 180 permanent positions during plant operation.

The second initiative, worth €250 million, forms part of the €6.5 billion Wind Package presented by the EIB at COP28 in Dubai. Backed by InvestEU, this counter-guarantee will allow Intesa Sanpaolo to activate up to €500 million in bank guarantees to reinforce the wind energy supply chain and improve grid interconnection. Thanks to its high leverage effect, the facility is expected to unlock €4 billion of additional investment and generate close to 1.6 GW of new renewable capacity annually.

Both initiatives contribute directly to the EU’s REPowerEU strategy, aimed at reducing reliance on fossil fuel imports and accelerating the deployment of renewable energy. With large-scale investment in clean capacity, strengthened supply chains, and new employment opportunities, the EIB–Intesa Sanpaolo partnership is helping to lay the foundations for a greener, more resilient Europe.

Fostering market integration and mobilising investment, the funds made available by the Group unlocked over €100 billion in new investment for Europe’s energy security in 2024 and mobilised a further €110 billion for startups and scale-ups. Around half of the EIB’s financing within the European Union is directed towards cohesion regions, where per capita income is lower than the EU average.

The InvestEU programme provides the European Union with long-term funding by leveraging substantial private and public funds in support of a sustainable recovery. It also helps to crowd in private investment for the European Union’s strategic priorities such as the European Green Deal and the digital transition. InvestEU brings all EU financial instruments previously available for supporting investments within the European Union together under one roof, making funding for investment projects in Europe simpler, more efficient and more flexible. The programme consists of three components: the InvestEU Fund, the InvestEU Advisory Hub, and the InvestEU Portal. The InvestEU Fund is deployed through implementing partners that will invest in projects using the EU budget guarantee of €26.2 billion. The entire budget guarantee will back the investment projects of the implementing partners, increase their risk-bearing capacity and thus mobilise at least €372 billion in additional investment.

Intesa Sanpaolo 

Intesa Sanpaolo, with €419 billion in loans and €1.4 trillion in customer financial assets at the end of June 2025, is the largest banking group in Italy, with a significant international presence. It is a European leader in wealth management, with a strong focus on digital and fintech. In the environmental, social and governance domain, it plans to make €115 billion in impact contributions to the community and for the green transition by 2025. Its programme to support people in need totals €1.5 billion (2023-2027).
