Aguas de Cádiz Partners with Telefónica Tech to Enable Data-Driven and Sustainable Water Management

As part of the WATERCOG-PC project funded by NextGeneration EU, the initiative will begin with a pilot phase before expanding citywide, helping modernise water management operations, reduce environmental impact, and promote more efficient and sustainable use of water resources.

(PRESS RELEASE) MADRID, 22-Jan-2026 — /EuropaWire/ — Telefónica Tech is supporting the digital transformation of urban water management in Cádiz through the deployment of its Smart Water solution, enabling more than 4,000 conventional water meters to be converted into smart meters for remote and optimised monitoring. The initiative, delivered for the municipal company Aguas de Cádiz, is designed to improve the efficiency, sustainability, and reliability of water distribution across the city by enabling continuous data transmission and advanced analytics.

As part of the project, Telefónica Tech has implemented its Smart Water solution in collaboration with meter manufacturer Contazara, equipping the meters with NB-IoT connectivity to automatically and securely transmit consumption data to digital management platforms. This technology allows for low energy consumption, strong signal penetration, and reliable data transfer even in hard-to-reach locations such as basements or enclosed meter rooms, while ensuring a battery life of at least 12 years.

The digitised meters provide hourly consumption readings, replacing traditional bi-monthly or quarterly manual readings. This granular data enables Aguas de Cádiz to improve billing accuracy and gain real-time visibility into water usage patterns. In addition, the continuous flow of data supports early detection of anomalies, including leaks, infrastructure failures, unauthorised consumption, and unusual usage patterns, helping the utility respond more quickly and reduce water losses.

The project forms part of the WATERCOG-PC initiative for the digital transformation of the urban water cycle, overseen by Spain’s Ministry for Ecological Transition and Demographic Challenge and funded through the NextGeneration EU programme. Initially, the rollout will focus on a pilot phase covering a specific neighbourhood, homeowners’ associations, and selected public services such as irrigation systems for parks and gardens. Following evaluation of the pilot, the replacement of meters will be expanded progressively across the city in defined phases.

Beyond operational benefits, the Smart Water solution also supports environmental goals by reducing the need for physical meter readings, cutting fuel consumption and lowering greenhouse gas emissions associated with on-site inspections. By combining remote monitoring, data analytics, and energy-efficient connectivity, Telefónica Tech is enabling Aguas de Cádiz to modernise its water services while enhancing service quality for residents and promoting more sustainable resource management.
