U.S. Commits $1 Million to Eurojust’s ICPA in Support of Ukraine Aggression Prosecution

(IN BRIEF) The U.S. Department of State has pledged USD 1 million to support the International Centre for the Prosecution of the Crime of Aggression Against Ukraine (ICPA), hosted at Eurojust. Eurojust, the European Union’s agency for judicial cooperation in criminal matters, has expressed gratitude for this contribution, which will assist the ICPA in building cases for prosecuting those responsible for acts of aggression against Ukraine. The funding will be administered through the European Commission’s Service for Foreign Policy Instruments and will cover the ICPA’s operations until December 2024. The U.S. Department of Justice’s Special Prosecutor for the Crime of Aggression, Ms. Jessica Kim, represents the United States at the ICPA, providing valuable expertise and resources. Additionally, the U.S. Department of Justice has signed an agreement with the Eurojust-supported joint investigation team, contributing evidence to the Core International Crimes Evidence Database. This partnership underscores the commitment of the United States to international accountability for acts of aggression against Ukraine.

(PRESS RELEASE) THE HAGUE, 15-Nov-2023 — /EuropaWire/ — Eurojust, an agency of the European Union dealing with judicial co-operation in criminal matters among agencies of the member states, the European Union Agency for Criminal Justice Cooperation, extends its warm welcome to the U.S. Department of State for its commitment to provide USD 1 million in support of the International Centre for the Prosecution of the Crime of Aggression Against Ukraine (ICPA), hosted at Eurojust.

Eurojust applauds the U.S. Department of State’s generous financial contribution, which will bolster the ICPA’s ongoing efforts to build robust cases for the prosecution of individuals responsible for acts of aggression against Ukraine.

This significant contribution will be channeled through the European Commission’s Service for Foreign Policy Instruments, allocating an initial budget of EUR 8.3 million for the ICPA, ensuring its operational continuity until December 2024.

European Commissioner for Justice, Didier Reynders, affirmed, “The financial contribution from the U.S. to the ICPA underlines the strength of the transatlantic cooperation and strong U.S. commitment to international accountability efforts in relation to the Russian war of aggression against Ukraine.”

The Department of State’s contribution complements the existing U.S. backing for the ICPA. Ms. Jessica Kim, the U.S. Department of Justice’s Special Prosecutor for the Crime of Aggression, represents the United States at the ICPA, providing the center with access to the substantial expertise and resources amassed by the U.S. Department of Justice in response to Russia’s acts of aggression against Ukraine.

Furthermore, the U.S. Department of Justice has entered into a Memorandum of Understanding with the Eurojust-supported joint investigation team, focusing on core international crimes committed in Ukraine. This collaboration has already resulted in the contribution of vital evidence to the Core International Crimes Evidence Database (CICED), overseen by the Agency.

The United States continues to be a cherished partner of Eurojust and the European Union in their collective pursuit of justice for Ukraine within the international arena.
