German Exclusive Economic Zone: Public Participation Begins for Ostwind 3 Project

(IN BRIEF) The public participation phase has begun for the sea route and offshore transformer substation of the Ostwind 3 project in the German Exclusive Economic Zone (EEZ). The Federal Maritime and Hydrographic Agency (BSH) is accepting comments from public bodies until June 28. The project aims to connect the Windanker wind farm, with a capacity of 300 MW, to the grid. This is the first phase of public participation, with subsequent phases for the coastal sea section and land route to follow. The offshore transformer platform (USP) will be planned, constructed, and operated by 50Hertz, along with the cable systems.

(PRESS RELEASE) BERLIN, 15-May-2023 — /EuropaWire/ —  50Hertz, formerly known as Vattenfall Europe Transmission and one of four transmission system operators for electricity in Germany, announces that the Ostwind 3 project has reached a significant milestone as public participation commences for the sea route and offshore transformer substation located in the German Exclusive Economic Zone (EEZ). Following the completion of the planning approval documents’ review for accuracy and comprehensiveness, the Federal Maritime and Hydrographic Agency (BSH) will now accept comments from public bodies from May 15 to June 28.

In accordance with the German Plan Certifications Act (Plansicherstellungsgesetz), the application documents will be made available digitally on the BSH website under Announcements. Interested parties can access the documents and review them for a period of one month. Additionally, physical copies of the documents will be accessible for inspection at BSH libraries.

This phase of public participation marks the initiation of the Ostwind 3 project in the EEZ’s sea route section. Public participation for the coastal sea section (within the 12-nautical-mile zone) and the land route sections will commence in the coming months under the authority of the Ministry of Economic Affairs, Infrastructure, Tourism, and Labor of Mecklenburg-Western Pomerania.

Ostwind 3 represents the grid connection project for the Windanker wind farm, with a planned capacity of 300 megawatts (MW). Apart from the cable systems connecting the wind farm to the transmission grid, this project introduces the groundbreaking concept of 50Hertz planning, constructing, and operating the offshore transformer platform (USP) entirely.
