EIB Grants €4.7 Million for Hrybovychi Landfill Reclamation Project in Lviv

(IN BRIEF) The European Investment Bank (EIB) has granted a €4.7 million EU-backed loan to support the reclamation of the Hrybovychi landfill in Lviv, Ukraine. This funding will help improve waste management infrastructure, address environmental hazards, and transform the landfill into a green zone and park area. Phase II of the project, set to begin in early 2025, includes soil stabilization, planting of perennial grasses, and the construction of a new reservoir for water treatment and firefighting. The initiative is part of the EIB’s Ukraine Municipal Infrastructure Programme and is supported by both the EIB and Lviv’s city budget.

(PRESS RELEASE) LUXEMBOURG, 10-Jan-2025 — /EuropaWire/ — The European Investment Bank (EIB) has granted a second tranche of €4.7 million in EU-backed financing for the reclamation of the Hrybovychi landfill in Lviv, marking a key step in addressing the city’s long-standing environmental challenges. This funding will enable the transformation of the landfill into a green zone and park area while improving Lviv’s waste management infrastructure to align with EU environmental standards.

This financial support is part of the EIB’s Ukraine Municipal Infrastructure Programme (UMIP), which aims to assist Ukrainian cities in enhancing essential public services. The funding will be used for Phase II of the Hrybovychi landfill’s remediation, set to begin in early 2025. Planned works include the installation of a drainage layer and soil covering for the landfill and surrounding areas to prevent erosion, as well as planting perennial grasses to enhance the landscape. The construction of a new reservoir for surface water treatment and firefighting, along with upgrades to existing wells for improved groundwater monitoring, will further ensure the environmental safety of the site. Once fully rehabilitated, the landfill will be transformed into a green space offering residents a recreational area.

This ongoing work follows Phase I of the landfill’s reclamation, which began in 2020 with a €6.04 million loan from the EIB under UMIP. The European Bank for Reconstruction and Development (EBRD) also co-financed earlier stages of the project. Phase II will be supported by both the EIB and contributions from the Lviv city budget.

Teresa Czerwińska, EIB Vice-President responsible for operations in Ukraine, emphasized the bank’s dedication to fostering resilient, sustainable public infrastructure. She highlighted the importance of strong municipalities as the foundation for a strong Ukraine, with the EIB continuing to assist Ukrainian cities in improving essential services. European Commissioner for Economy and Productivity Valdis Dombrovskis reaffirmed the EU’s commitment to supporting Ukraine in its recovery efforts, noting the transformation of the Hrybovychi landfill as a prime example of the EU’s support for sustainable infrastructure projects.

Oleksii Kuleba, Deputy Prime Minister for Restoration of Ukraine, underscored the project’s significance in eliminating environmental risks and aligning with EU standards, while Lviv Mayor Andriy Sadovyi expressed gratitude for international partners’ support, emphasizing the collaborative effort to solve Lviv’s waste management challenges.

The Ukraine Municipal Infrastructure Programme (UMIP) is a €400 million framework loan aimed at supporting public infrastructure projects in medium and large municipalities, such as Zaporizhzhia, Kamianske, Lutsk, Mykolaiv, Lviv, Dnipro, Sumy, Lozova and Ternopil. The programme focuses on rehabilitating and modernising municipal infrastructure, serving as a vital component of Ukraine’s recovery and reconstruction efforts. The UMIP supports municipalities in renewing district heating systems, improving energy efficiency in buildings, upgrading street lighting, and enhancing water supply, wastewater and solid waste management systems. The programme is jointly managed by Ukraine’s Ministry for Development of Communities and Territories and the Ministry of Finance. To ensure successful implementation, the UMIP benefits from technical assistance funded by the Eastern Partnership Technical Assistance Trust Fund (EPTATF), managed by the EIB, and the EU Neighbourhood Investment Platform (NIP).
