Bulgaria Awards EUR 50 Million Nationwide Tolling Operations Contract to Kapsch TrafficCom

(PRESS RELEASE) VIENNA, 14-Jan-2026 — /EuropaWire/ — Kapsch TrafficCom has secured a new long-term contract to maintain and operate Bulgaria’s nationwide tolling and e-vignette system, following a competitive tender conducted by the Bulgarian Road Infrastructure Authority (RIA). The agreement runs for five years with a total contract value of EUR 50 million, with the scope expected to expand through additional change requests over the contract period.

Under the agreement, Kapsch TrafficCom will be responsible for the continuous operation, maintenance and further development of Bulgaria’s tolling infrastructure. This includes upgrades to data centres, core software platforms and roadside equipment, ensuring the system remains reliable, secure and capable of meeting evolving regulatory and operational requirements.

The contract also covers the preparation of the tolling system for the introduction of CO₂ emission classes, an EU-wide measure that enables differentiated toll rates based on vehicle emission performance. This enhancement will allow Bulgaria to align its tolling framework with European climate and transport policies while supporting fairer and more environmentally focused charging mechanisms.

In parallel, Kapsch TrafficCom has already implemented the necessary system adaptations to support Bulgaria’s entry into the Eurozone on 1 January 2026. These changes ensure seamless financial and operational continuity following the transition to the euro.

Beyond toll collection, the company continues to operate Bulgaria’s section speed control system, which was recently introduced to improve road safety and compliance. The solution is integrated with the existing tolling infrastructure, maximising efficiency while enhancing enforcement capabilities across the road network.

Kapsch TrafficCom originally designed and delivered Bulgaria’s current electronic tolling landscape, including both the passenger vehicle e-vignette system and the satellite-based tolling system for heavy goods vehicles. Introduced in 2019 in cooperation with the RIA, the project marked Bulgaria’s transition from time-based vignettes to distance-based tolling for trucks. Today, the system covers more than 16,000 kilometres of road and manages GNSS-based tolling for heavy vehicles alongside electronic vignettes for passenger cars. The full rollout of GNSS tolling for all heavy goods vehicles in 2020 contributed to increased revenues and strengthened enforcement.
