Telia to Operate AI Cloud Platform as Brookfield Advances Major Investment in Swedish Artificial Intelligence Infrastructure

(IN BRIEF) Telia and Brookfield have entered into a strategic long-term partnership aimed at developing sovereign AI infrastructure in Sweden while strengthening Europe’s digital sovereignty. The collaboration builds on Brookfield’s plan to invest up to SEK 95 billion in AI infrastructure across the country. Under the agreement, Telia will provide connectivity and key digital infrastructure by linking the facilities to its national fiber network, while Telia Cygate will manage the delivery of sovereign AI cloud services through a dedicated secure operations center staffed by security-cleared specialists. The operational structure ensures that data and AI services remain under Swedish jurisdiction and comply with national sovereignty regulations. Telia will also hold exclusive rights to market the AI cloud services to enterprise and public sector organizations in Sweden. The initiative aims to enable secure AI deployment in critical sectors including healthcare, government, research, banking and energy, while supporting Sweden’s national strategy to expand AI capabilities and strengthen Europe’s technological independence.

(PRESS RELEASE) STOCKHOLM, 16-Mar-2026 — /EuropaWire/ — Telia and Brookfield have established a long-term strategic collaboration designed to advance sovereign artificial intelligence capabilities in Sweden while supporting Europe’s broader ambitions around digital sovereignty and secure AI adoption across industries.

The initiative follows Brookfield’s previously announced plan to invest up to SEK 95 billion (approximately $10 billion) to develop AI infrastructure in Sweden. As part of the arrangement, Telia will play a central role in enabling and operating the environment that supports these future AI facilities.

Telia’s enterprise and infrastructure division will connect the planned sites to the company’s nationwide fiber network and provide essential digital connectivity and infrastructure components required for large-scale AI computing environments. Meanwhile, Telia Cygate will manage the operational delivery of sovereign AI cloud services built on top of the new infrastructure.

To support the initiative, Telia Cygate has created a dedicated sovereign AI unit that will oversee secure operations within the facilities. The organization will operate a specialized operations center staffed by security-cleared IT professionals responsible for monitoring systems, safeguarding infrastructure and managing service delivery.

The operational structure ensures that the entire AI environment—including data management and system access—remains under Swedish jurisdiction and complies with national data sovereignty requirements. Through this setup, sensitive data processed within the AI cloud environment will be handled in accordance with Swedish regulatory standards.

Telia will also be responsible for commercializing the services developed through the project. The company has been granted exclusive rights to offer and distribute the sovereign AI cloud solutions to both enterprise organizations and public sector institutions throughout Sweden.

Anders Olsson described the collaboration as a significant step in strengthening Sweden’s digital capabilities. He noted that the initiative will enable organizations across critical sectors—including healthcare, government, research, finance and energy—to implement AI technologies in sensitive operations while ensuring the protection of strategic and confidential data.

Sikander Rashid said the agreement deepens Brookfield’s long-standing relationship with Telia and represents a key milestone in advancing the company’s planned AI infrastructure investments in Sweden. According to Rashid, the partnership will support the country’s ambitions to expand the adoption of artificial intelligence in line with national technology strategies.

Brookfield first announced its plan to invest up to SEK 95 billion in Swedish AI infrastructure in June 2025. The future AI facilities—sometimes referred to as AI factories—will be developed in one or multiple locations across Sweden depending on the availability of power resources needed to support large-scale computing capacity.
