Telia Increases Stake in Valokuitunen While Brookfield Acquires Majority Ownership of Finnish Fiber Operator

The investment strengthens Telia’s commitment to high-quality connectivity services in Finland and supports its strategy of investing in core infrastructure across the Nordic and Baltic regions. Brookfield will acquire the remaining 51 percent stake from CapMan Infra, expanding its partnership with Telia in digital infrastructure. Valokuitunen operates Finland’s largest open-access fiber-to-the-home network, reaching more than 400,000 homes across over 100 municipalities.

(PRESS RELEASE) STOCKHOLM, 2-Mar-2026 — /EuropaWire/ — Telia has signed an agreement to raise its ownership stake in Finnish fiber network operator Valokuitunen from 40 percent to 49 percent, strengthening its long-term commitment to digital infrastructure in Finland. The transaction is expected to close during the second quarter of 2026 and involves a cash investment of approximately €30 million.

Valokuitunen was established in 2020 as a joint venture between Telia and CapMan Infra and has since developed into Finland’s leading fiber-to-the-home provider. The company operates an open-access fiber network that currently reaches more than 400,000 households across over 100 municipalities, enabling multiple service providers, including Telia, to offer services through its infrastructure.

The increased ownership aligns with Telia’s strategy to deliver integrated, high-quality connectivity services across Finland and reflects its continued focus on core communications operations in the Nordic and Baltic markets. The investment follows Telia’s broader approach to infrastructure development, combining long-term partnerships with disciplined capital allocation.

Telia will continue to operate both as a communications operator and service provider on Valokuitunen’s network following the transaction.

At the same time, Brookfield, through its mid-market infrastructure investment strategy Brookfield Infrastructure Structured Solutions, has agreed to acquire the remaining 51 percent stake in Valokuitunen from CapMan Infra.

Telia and Brookfield already maintain a strategic partnership through Telia Towers AB, the holding structure for Telia’s telecommunications towers in Sweden, Finland, and Norway. Telia holds a 51 percent share in Telia Towers, while Brookfield and Alecta jointly own the remaining 49 percent. The investment in Valokuitunen builds further on this established cooperation.

Patrik Hofbauer, President and Chief Executive Officer of Telia Company, noted that Valokuitunen has grown rapidly from a network initially covering around 20,000 households to a nationwide fiber infrastructure with a leading market position. He said the increased ownership reflects Telia’s long-term commitment to strengthening Finland’s digital infrastructure and expressed confidence in the continued collaboration with Brookfield and Valokuitunen’s management team.

Ian Simes, Managing Partner and Co-Head of Brookfield Infrastructure Structured Solutions, said the investment extends Brookfield’s cooperation with Telia and strengthens the partnership in digital infrastructure across the Nordic region. He noted that Valokuitunen’s established network, open-access approach, and experienced management provide a strong foundation for continued expansion.
