ACCIONA Energía’s 1 MW Second-Life BESS Assessed by DNV to Meet EU Circularity Standards

(IN BRIEF) DNV is collaborating with ACCIONA Energía to assess a 1 MW second-life BESS prototype—built from repurposed Silence e-scooter batteries—against EU standards, including the Batteries Regulation (EU 2023/1542). (PRESS RELEASE) BÆRUM, 9-Jul-2025 — /EuropaWire/ — DNV has partnered with Madrid-based ACCIONA Energía to evaluate second-life battery energy storage systems (BESS) against European regulatory standards and industry benchmarks. ACCIONA Energía—the world’s largest fully renewable energy company with no fossil-fuel legacy—is investigating how to repurpose batteries from its Silence electric scooter fleet in compliance with the EU Batteries Regulation (EU 2023/1542), which enshrines circular-economy principles for electronic devices.

Working alongside Beeplanet, a specialist in second-life BESS integration, ACCIONA Energía has built a 1 MW prototype stationary storage installation using these reclaimed scooter batteries. DNV’s scope of work encompasses a thorough review of the prototype’s engineering design and overall second-life strategy. This includes analyzing the batteries’ first-life performance, the repurposing workflow, and the testing protocols, as well as scrutinizing the system’s electrical architecture, thermal management approach, and safety framework in relation to applicable EU guidelines.
