Vietnam Advances High-Speed Rail Ambitions Through Strategic Partnership with Siemens Mobility

(IN BRIEF) Siemens Mobility and VinSpeed, a member of Vingroup, have signed a comprehensive strategic partnership to support the development of Vietnam’s first high-speed rail network. Siemens Mobility will act as technology partner, delivering Velaro Novo high-speed trains along with signalling, electrification, communications, and potential maintenance services as part of a turnkey solution. The cooperation covers multiple routes, including Ha Noi–Quang Ninh and Ben Thanh–Can Gio, and aims to significantly reduce travel times while enhancing connectivity, safety, and sustainability. The partnership combines Siemens Mobility’s global rail expertise with VinSpeed’s local execution capabilities to help establish international-standard high-speed rail infrastructure in Vietnam.

(PRESS RELEASE) MUNICH, 17-Dec-2025 — /EuropaWire/ — Siemens Mobility has entered into a comprehensive strategic partnership with VinSpeed High-Speed Railway Investment and Development Joint Stock Company, a member of Vietnam’s Vingroup, to support the development of Vietnam’s first high-speed rail network. Under the newly signed framework agreement, Siemens Mobility will act as the technology partner for the country’s transformative rail programme, delivering a fully integrated turnkey solution covering rolling stock, rail infrastructure, and advanced services.

As part of the cooperation, Siemens Mobility will be responsible for the design, supply, and integration of its next-generation Velaro Novo high-speed trains, alongside critical railway subsystems. These include ETCS Level 2 signalling with automatic train operation, telecommunications, and electrification systems. In addition, Siemens Mobility is assessing opportunities to provide long-term maintenance and service solutions aimed at ensuring high system availability and operational reliability. The partnership establishes a foundation for future implementation contracts and supports Vietnam’s ambition to build a modern rail network aligned with international standards.

Michael Peter, Chief Executive Officer of Siemens Mobility, said the agreement reflects confidence in Siemens Mobility’s turnkey expertise and advanced rail technology. He highlighted Velaro Novo as the company’s most advanced high-speed train platform, offering substantially lower energy consumption, increased passenger capacity, and proven reliability, while being engineered to perform in demanding terrain conditions such as those found in Vietnam.

VinSpeed Chief Executive Officer Pham Thieu Hoa described the collaboration as a major milestone in the company’s strategy to develop modern transport infrastructure in Vietnam. He noted that combining VinSpeed’s local market knowledge and project execution capabilities with Siemens Mobility’s global experience and technology creates a strong basis for delivering high-speed rail lines that meet international benchmarks and contribute to Vietnam’s socio-economic development.

The partnership covers the development of multiple high-speed rail routes across Vietnam. Initial projects include the Ha Noi–Quang Ninh (Ha Long) line, extending 121 kilometres with four stations, and the Ben Thanh–Can Gio line, spanning 54 kilometres with two stations. These routes will be equipped with advanced rail technologies, including modern signalling, electrification, and communications systems, designed to improve safety, efficiency, sustainability, and connectivity while significantly reducing travel times.

Velaro Novo represents Siemens Mobility’s latest innovation in high-speed rail. Designed for operating speeds of up to 350 km/h, the platform offers at least a 10 percent increase in passenger capacity through a wider carbody and optimized design, while reducing energy consumption by around 30 percent compared with earlier generations. The trains are equipped with ETCS Level 2 signalling and automatic train operation, supporting safe, energy-efficient, and highly available operations even under challenging conditions.

Siemens has maintained a presence in Vietnam since 1993, supporting the country’s modernization across sectors such as energy, healthcare, and transportation. With offices in Hanoi, Da Nang, and Ho Chi Minh City, Siemens provides a broad portfolio of digital solutions, rail infrastructure, rolling stock, services, and turnkey systems. VinSpeed, as part of Vingroup, is focused on advancing high-speed rail and modern transport infrastructure in Vietnam, aligning domestic development with international standards for efficiency, innovation, and sustainability.
