The work program will begin with a firm 3D seismic survey. The agreements, awarded through the 2024 Direct Negotiation Licensing Round, mark the restart of exploration in offshore Liberia. (PRESS RELEASE) PARIS, 18-Sep-2025 — /EuropaWire/ — TotalEnergies has entered into four Production Sharing Contracts (PSCs) with the Liberia Petroleum Regulatory Agency (LPRA) for offshore exploration in blocks LB-6, LB-11, LB-17, and LB-29. The agreements follow the 2024 Direct Negotiation Licensing Round and mark a significant step in the revival of exploration activity in Liberia’s offshore sector.

The awarded blocks, covering an area of about 12,700 square kilometers in the southern Liberia Basin, represent one of the most promising areas for future oil exploration in West Africa. Under the terms of the PSCs, TotalEnergies has committed to conduct one firm 3D seismic survey as part of its initial work program.
