Nokia to deliver fiber and IP solutions for City of Superior’s ConnectSuperior open-access broadband initiative

(IN BRIEF) Nokia has been chosen by the City of Superior, Wisconsin, to provide fiber and IP solutions for the ConnectSuperior project, a city-owned wholesale open-access network that will deliver broadband to over 26,000 underserved residents. Partnering with dMCA/LightSpeed and ePlus, Nokia will deploy its advanced fiber technology, including full support for XGS, 25G, and future 50G PON, as well as its cloud-native Altiplano Open Access platform and 7750 Service Routers. The initiative ensures ISPs can share the same infrastructure to deliver competitive services, while giving the city a scalable, future-proof foundation for digital growth. Officials highlighted Nokia’s strong engagement during the selection process, while Nokia executives emphasized the role of high-speed broadband in driving local innovation, education, healthcare, and economic development. The project strengthens Superior’s position as a forward-looking community prepared to meet the region’s connectivity needs well into the future.

(PRESS RELEASE) ESPOO, 5-Sep-2025 — /EuropaWire/ — Nokia announced today that it will provide its next-generation fiber and IP solutions to support the ConnectSuperior initiative, the City of Superior’s ambitious plan to build and operate a wholesale open-access broadband network. The new infrastructure will extend ultra-fast internet services to more than 26,000 underserved residents, ensuring that every home and business in the community has access to reliable, high-capacity connectivity.

The City of Superior will own and manage the network, while local and national ISPs will be able to deliver broadband services over the open-access infrastructure. Nokia will work in partnership with dMCA/LightSpeed and ePlus, both seasoned U.S. technology integrators, to design and deploy the system in close collaboration with city staff.

Nokia’s solution will bring carrier-grade performance and robust capacity, enabling the city to meet today’s rising demand for bandwidth while ensuring the network is prepared for tomorrow’s needs. As the only vendor offering the complete range of next-generation PON technologies—from XGS-PON and 25G PON to future-ready 50G PON and beyond—Nokia provides the City of Superior with the flexibility to adopt the strategy best suited to its long-term business and service goals.

To enable seamless open-access operations, Nokia will also deploy its cloud-native Altiplano Open Access platform, designed to support multiple service providers on the same fiber network. With features such as operational isolation, automation, and advanced digital service enablement, Altiplano allows the city to position itself as the infrastructure partner of choice for ISPs. Complementing this will be Nokia’s 7750 Service Routers, which will ensure scalability, security, and high performance across the network.

“We selected Nokia through a rigorous RFI process and found them to be engaged, dedicated, and helpful partners,” said Stephanie Becken, Broadband Manager at the City of Superior.

Matt Young, Head of North American Enterprise Business for Nokia, added: “High-speed broadband fuels economic development, education, healthcare, remote work, and local innovation. By leveraging our fiber solutions, the City of Superior will gain a future-proof network with virtually unlimited capacity, ensuring residents and businesses have the connectivity they need today and tomorrow.”
