University of Twente Advances Inclusivity with New Dutch-English Parallel Bilingualism Policy

(IN BRIEF) The University of Twente (UT) will adopt a parallel bilingualism policy starting January 2025, emphasizing the equal importance of Dutch and English. This policy designates both languages as official, with English as the primary medium for academic communication and Dutch maintaining its regional and societal role. Governance, communication, and community engagement will adapt to ensure inclusivity and accessibility for all. The initiative includes comprehensive language support and training for staff and students, reinforcing UT’s dedication to internationalisation and fostering a welcoming environment. While the policy aligns with existing practices, it prioritizes sensitivity to language barriers and equitable access.

(PRESS RELEASE) ENSCHEDE, 12-Dec-2024 — /EuropaWire/ — The University of Twente (UT) is set to implement a new policy of parallel bilingualism starting on 1 January 2025, highlighting the equal importance of both Dutch and English within its community. This initiative represents a pivotal step in UT’s ongoing efforts to refine its language policy, underscoring the institution’s dedication to fostering inclusion and advancing internationalisation.

Under this framework, Dutch and English will be designated as official languages. English will serve as the primary language for academic and communal interaction, acting as a lingua franca, while Dutch will maintain its vital role in national and regional contexts as well as in societal outreach.

Significantly, this policy will not immediately alter the language of instruction, which will remain contingent on the specific curriculum and its intended audience. However, potential changes may arise in alignment with national debates surrounding internationalisation in education.

Key Elements of the Policy and Implementation

The policy of parallel bilingualism entails:

  1. Governance and Participation: Executive-level formal decision-making will adhere to the General Administrative Law Act by being conducted in Dutch. To ensure inclusivity, English translations or summaries will be provided for the broader community.
  2. Communication: The choice between Dutch and English will depend on the subject matter and the target audience. While not all communications will be bilingual, essential information must be accessible to everyone.
  3. Campus and Community: UT will actively support the development of language proficiency in both Dutch and English among staff and students. This initiative aims to promote equal access to opportunities and foster a sense of belonging within the university’s diverse population.

An implementation plan, launching in January 2025, prioritises governance and employee participation, where the most substantial changes are anticipated.

Tools and Support for the Community

UT is dedicated to providing comprehensive language support through various resources. The UT Language Centre offers services such as language training, translation, and editing. To enhance accessibility, the university leverages LISA-approved AI-driven translation technologies and simultaneous translation tools. Additional resources, including practical tips and guidelines, are available on the Language Policy website to ensure continuous engagement and support.

Focus on Inclusion and Sensitivity

While closely aligned with existing practices, the new policy’s implementation requires a strong focus on inclusivity and sensitivity to language barriers. Meetings and events will need to clearly state their working language to promote understanding and awareness. By doing so, UT aims to build a community where language choices enhance accessibility and openness.

This initiative reflects UT’s unwavering commitment to creating an inclusive environment where language serves as a bridge rather than a barrier.
