Official Start of Permitting Process for Zeeland Energy Terminal by VTTI and Höegh Evi to Enhance Energy Security

(IN BRIEF) VTTI and Höegh Evi have launched the permitting process for the Zeeland Energy Terminal (ZET), a key project for enhancing the Netherlands’ energy infrastructure. The Ministry of Climate and Green Growth (KGG) has issued the Notification of Intent and Proposal for Participation, officially starting the process. The terminal, located in Sloehaven or Braakmanhaven, will feature a Floating Storage and Regasification Unit (FSRU) connected to the national gas grid, boosting LNG import capacity and complementing facilities in Rotterdam and Eemshaven. The project is seen as vital for energy security and affordability in the Netherlands, and it will provide opportunities for economic growth in Zeeland. Stakeholder participation is encouraged throughout the permitting process, with operations expected to begin by 2028/2029. Market participant engagement is anticipated after the permitting phase concludes in Q4 2025.

(PRESS RELEASE) ROTTERDAM/OSLO, 2-May-2025 — /EuropaWire/ — VTTI and Höegh Evi are pleased to announce the official initiation of the permitting process for the Zeeland Energy Terminal (ZET), marking a crucial step in bolstering the energy infrastructure of the Netherlands. This important development was set in motion when the Ministry of Climate and Green Growth (KGG) published the Notification of Intent and Proposal for Participation, signifying the formal commencement of the permitting process and recognizing the ZET project as a key priority for the Dutch Government.

The proposed terminal will be located at either Sloehaven in Vlissingen or Braakmanhaven in Terneuzen and will be equipped with a Floating Storage and Regasification Unit (FSRU). This will facilitate a direct connection to the national gas grid, enabling the Netherlands to significantly enhance its LNG import capabilities. In addition to complementing the existing LNG facilities in Rotterdam and Eemshaven, the terminal is expected to play a critical role in improving the country’s energy security and affordability. It also presents an opportunity to stimulate local economic growth and create new prospects for the Zeeland region.

The permitting process will involve extensive engagement with various stakeholders, including local residents, businesses, NGOs, authorities, and others. All interested parties are encouraged to participate by submitting their feedback to KGG/RVO.

The project is slated to begin operations by 2028/2029, strengthening the country’s energy resilience while supporting the transition to a more secure and affordable energy system. After completing the initial permitting phase, a call for market participants is expected in Q4 2025.
