Eni Expands Biorefining Strategy with New Investments in Sannazzaro and Priolo Renewable Fuel Facilities

(IN BRIEF) Eni has approved the final investment decision for a new biorefinery at the Sannazzaro de’ Burgondi refinery in Italy, complementing the Priolo biorefinery project and expanding Enilive’s renewable fuel production capacity. Both facilities are scheduled to begin operations by 2028 and will be capable of producing hydrogenated vegetable oil diesel and sustainable aviation fuel with flexible output depending on market demand. The Sannazzaro project will convert existing refinery units and add new processing facilities while maintaining traditional fuel production. Together with the Priolo project, the investments support Eni’s plan to increase its biorefining capacity to over 3 million tonnes annually by 2028 and more than 5 million tonnes by 2030, reinforcing the company’s position as a major European producer of renewable fuels.

(PRESS RELEASE) ROME, 26-Feb-2026 — /EuropaWire/ — Eni has approved an additional major investment to expand its biorefining operations, confirming the final investment decision for the conversion of selected processing units at the Sannazzaro de’ Burgondi refinery in Lombardy into a new biorefinery. This initiative complements the previously announced Priolo project and represents another step in strengthening Enilive’s biofuel production capacity.

Both biorefinery projects are scheduled for completion by 2028 and are designed to support flexible production of hydrogenated vegetable oil (HVO) diesel and sustainable aviation fuel (SAF-biojet). Together, the developments will contribute to the expansion of Enilive’s renewable fuels portfolio and support the company’s long-term energy transition strategy.

At Sannazzaro de’ Burgondi, the new biorefinery will be integrated into the existing refinery without reducing current conventional fuel production. The project will introduce additional renewable fuel output using bio-based feedstocks, broadening the site’s product range and enhancing operational versatility.

The conversion project will involve transforming the Hydrocracker (HDC2) unit using Ecofining™ technology and constructing a pre-treatment facility designed to process waste materials and residues that serve as primary feedstocks for Enilive’s hydrogenated biofuels. Hydrogen needed for the process will be supplied by existing on-site plants, while logistics infrastructure and transport links, including connections to Lombardy’s airports, will be adapted to support biofuel distribution.

Once operational, the Sannazzaro biorefinery will have a production capacity of approximately 550,000 tonnes per year of renewable feedstocks and will be capable of adjusting output between SAF-biojet and HVO diesel depending on market demand.

Preparatory work is also progressing at the Priolo site, where procurement and construction contracts for new units are expected to follow. The Priolo biorefinery will have a production capacity of around 500,000 tonnes per year and will similarly offer flexibility to produce either HVO diesel or sustainable aviation fuel according to market requirements. The project forms part of Versalis’ broader transformation plan for basic chemicals and will be developed within the existing industrial complex, replacing a former cracking plant that ceased operations last year and is currently being dismantled.

Through its Enilive division, Eni is currently the second-largest producer of hydrogenated biofuels in Europe, including both renewable diesel and sustainable aviation fuel. The company aims to increase its total biorefining capacity from approximately 1.65 million tonnes per year today to more than 3 million tonnes annually by 2028 and to exceed 5 million tonnes per year by 2030. Within this expansion, Eni expects to reach a sustainable aviation fuel production potential of up to 2 million tonnes annually by the end of the decade.
