DNV to provide owner’s engineering expertise for 400MW Wando Jangbogo Offshore Wind Project in South Korea

(IN BRIEF) DNV has signed a two-year contract with Kolon Global Corporation to provide owner’s engineering services for the 400MW Wando Jangbogo Offshore Wind Project in Jeollanam-do, Korea. The project is one of the largest offshore wind initiatives in the country, jointly developed by Korea Western Power, Jeonnam Development Corporation, and Kolon Global. DNV’s role includes technical advisory on turbine selection, tender management, bid evaluation, and contract negotiations, helping ensure project resilience and risk mitigation. Executives from DNV and Kolon Global emphasized the project’s importance for South Korea’s offshore wind ambitions, its unique blend of public-private collaboration, and its innovative community-participation model designed to promote local acceptance and long-term benefits.

(PRESS RELEASE) BÆRUM, 20-Aug-2025 — /EuropaWire/ — DNV has entered into a two-year agreement with Kolon Global Corporation, South Korea’s leading wind power developer, to provide owner’s engineering services for the 400MW Wando Jangbogo Offshore Wind Power Project in Jeollanam-do. The project represents one of the most ambitious offshore wind developments in South Korea to date.

The project is being jointly developed by Korea Western Power Corporation and Jeonnam Development Corporation, alongside Kolon Global, which is spearheading the initiative. Leveraging its experience in onshore wind and EPC, Kolon Global is also introducing a community-participation model to ensure local engagement, long-term prosperity, and wider acceptance of the project in Wando.

As Owner’s Engineer, DNV will provide technical advisory support in one of the project’s most decisive early phases—turbine selection. The scope of work includes project management assistance, preparation of tenders, evaluation of bids, and contract negotiations. These services aim to strengthen technical integrity, mitigate risks, and build robust risk management capabilities among Korean developers as they scale offshore wind.

“This project is a milestone for Korea’s offshore wind ambitions—not only for its scale, but also for the way it brings public developers, private EPC expertise, and local communities together,” said Young Hee Moon, Korea Manager for Renewables, Energy Systems at DNV. “By supporting turbine selection and embedding strong risk management practices from the start, we are contributing to a more secure and successful project outcome.”

Brice Le Gallo, Vice President and Director for Asia Pacific, Energy Systems at DNV, added: “Our work on Wando Jangbogo underscores DNV’s commitment to advancing Korea’s offshore wind sector by combining global technical expertise with local market insight. By guiding turbine selection, managing tenders, and supporting negotiations, we are helping align technical choices with long-term commercial performance.”

Sang-man Lee, Vice President of Wind Power in Kolon Global’s Infrastructure Division, emphasized the importance of partnering with DNV: “As we expand into offshore wind, it is vital to collaborate with advisors who understand both international best practice and Korea’s regulatory landscape. DNV brings that dual perspective, ensuring technically sound and resilient execution while laying the groundwork for sustainable growth.”

The Wando Jangbogo project highlights a new era of collaboration in Korea’s offshore wind sector, combining public and private expertise with community-focused development models. DNV’s involvement as Owner’s Engineer reflects its growing role in supporting complex offshore wind projects across Asia and its mission to accelerate the global energy transition.
