Ørsted Reaches Major Milestone with Full Turbine Installation at Taiwan’s Greater Changhua 2b and 4

Installed within a single season, the project features the world’s first large-scale deployment of 14 MW turbines with 115-metre blades and pioneering piling-free foundation technology. With strong safety performance and first power already delivered to the grid, the project is now progressing through commissioning, with full commercial operation expected in Q3 2026.

(PRESS RELEASE) FREDERICIA, 20-Jan-2026 — /EuropaWire/ — Ørsted has successfully completed the installation of the final wind turbine at the 920 MW Greater Changhua 2b and 4 offshore wind farms in Taiwan, marking the conclusion of the wind turbine build-out and a major milestone for the offshore wind industry in the Asia-Pacific region. Located 35 to 60 kilometres off the coast of Changhua County, the project comprises 66 state-of-the-art 14 MW SG 14-236 wind turbines and represents one of the region’s most significant renewable energy developments to date.

Offshore construction of Greater Changhua 2b and 4 began in February 2025, with turbine installation starting in April of the same year. The installation campaign was executed by Siemens Gamesa using Cadeler’s newly built installation vessel, Wind Maker. Since achieving first power in July 2025, the project has been delivering renewable electricity to Taiwan’s national grid and is supplying power under a long-term corporate power purchase agreement signed in 2020, making it the first offshore wind project of its kind in the Asia-Pacific region to serve a corporate customer under such an arrangement.

The completion of turbine installation within a single installation season highlights the project’s disciplined execution and operational coordination, particularly given the short weather windows and challenging sea conditions in the Taiwan Strait. Safety performance has been a core priority throughout all phases of the project, from contractor selection to offshore operations, resulting in more than 131,000 offshore working hours completed without a single lost-time injury during the turbine installation campaign.

Greater Changhua 2b and 4 also sets several technical benchmarks. It is the first offshore wind project in the Asia-Pacific region to deploy piling-free suction bucket jacket foundations at scale, significantly reducing underwater noise during installation. The project is also the first globally to install 14 MW wind turbines equipped with 115-metre-long blades, the largest of their kind, and completed the installation of all 66 turbines in just 275 days.

With turbine installation now complete, the project will focus on commissioning activities, electrical system testing, and the finalisation of offshore cable works. Full commercial operation of the Greater Changhua 2b and 4 offshore wind farms is expected in the third quarter of 2026. Once operational, the project will play a key role in supporting Taiwan’s energy transition while reinforcing Ørsted’s position as a leading offshore wind developer in the Asia-Pacific region.

  • Ørsted was awarded the 920 MW Greater Changhua 2b and 4 offshore wind farms in June 2018.
  • The 583 MW offshore wind farm Greater Changhua 4 is co-owned by Ørsted (50%) and Cathay Life (50%).
  • Ørsted has signed an agreement with Cathay Life Insurance, the leading life insurance company in Taiwan, and its affiliate Cathay Power (together ’Cathay‘), under which Cathay will acquire a 55 % ownership stake of Ørsted’s 632 MW Greater Changhua 2 Offshore Wind Farm. The closing of the transaction is planned to occur simultaneously with the project reaching commercial operations, which is expected in Q3 2026.
