German Authorities Approve Second Phase of RWE Nordseecluster Project Strengthening Renewable Energy Supply for Industry

(IN BRIEF) RWE has received planning permission from the German Federal Maritime and Hydrographic Agency for the second phase of its Nordseecluster offshore wind project, enabling the addition of 900 megawatts of capacity to the existing 660-megawatt first phase currently under construction, with full project completion expected by early 2029; located off the coast of Borkum and Juist, the combined 1.6-gigawatt project is set to generate around 6.5 terawatt hours of renewable electricity annually, supporting industrial decarbonisation efforts and supplying major customers such as Amazon through long-term agreements, while reinforcing RWE’s position as a leading global offshore wind developer alongside major projects in the UK, Denmark, and the Netherlands.

(PRESS RELEASE) ESSEN, 27-Mar-2026 — /EuropaWire/ — RWE has secured planning approval for the second phase of its Nordseecluster offshore wind project in the German North Sea, marking a significant milestone in the company’s expansion of renewable energy capacity. The authorisation was granted in late March by the German Federal Maritime and Hydrographic Agency, enabling the development of Nordseecluster B, which comprises the NC 3 and NC 4 wind farm sites.

With this approval, RWE can proceed with the next stage of the 1.6-gigawatt Nordseecluster project. The first phase, Nordseecluster A, is already under construction and will deliver 660 megawatts of capacity. Installation of all foundations has been completed, and work to erect the 44 turbines is scheduled to begin in the summer, with grid connection targeted for early 2027.

Tobias Keitel highlighted that the regulatory approval allows offshore construction for the second phase to begin next year. He noted that RWE continues to strengthen its offshore wind portfolio, which already includes six wind farms off Germany’s coasts, contributing to the country’s broader energy transition.

Located approximately 46 kilometres north of the island of Borkum and 50 kilometres north of Juist, the Nordseecluster is positioned to play a key role in supplying renewable electricity. The second phase, Nordseecluster B, will add an additional 900 megawatts of capacity. Manufacturing of certain components is already underway, with foundation installation expected to begin in 2027, followed by turbine installation in 2028. Commercial operations are scheduled to start in early 2029.

Once fully operational, the combined Nordseecluster wind farms are expected to generate approximately 6.5 terawatt hours of renewable electricity annually. This output will support industrial decarbonisation efforts by supplying green energy to large-scale customers through tailored solutions. Among these customers is Amazon, which has entered into a power purchase agreement with RWE for 110 megawatts from Nordseecluster B.

The Nordseecluster project is being developed as a joint venture between RWE, holding a 51% stake, and Norges Bank Investment Management, which owns 49%. RWE is responsible for overseeing both construction and long-term operation of the offshore wind farms.
