Capitalia Secures InvestEU Guarantee to Deliver Accessible Loan Financing to Microenterprises Across Estonia Latvia and Lithuania

The scheme will offer crowdfunded loans of up to €50,000 with favourable terms, including reduced interest rates and no collateral requirements. This marks the first time a crowdfunding platform in Europe benefits from InvestEU protection, enabling safer investment for retail participants and improved access to financing for small businesses. The initiative aims to support nearly 700 loans and builds on previous successful cooperation between Capitalia and the EIF, reinforcing efforts to expand access to finance and stimulate economic growth in the Baltic region.

(PRESS RELEASE) PARIS, 30-Mar-2026 — /EuropaWire/ — Capitalia has partnered with the European Investment Fund to launch a new financing initiative aimed at supporting microenterprises across Estonia, Latvia, and Lithuania. Backed by the European Union’s InvestEU programme, the scheme will make up to €15 million in funding available over the next three years.

The initiative is designed to address a longstanding financing gap faced by microenterprises—businesses with fewer than ten employees and limited turnover or assets—which often struggle to access traditional bank loans due to insufficient collateral or credit history.

Through its crowdfunding platform, Capitalia will offer loans of up to €50,000 with repayment periods of up to 36 months. The financing will feature more favourable terms, including reduced interest rates and the absence of hard collateral requirements. The programme is expected to facilitate nearly 700 loans, with an average value of approximately €30,000.

Juris Grišins, General Manager of Capitalia, highlighted the importance of the partnership, noting that the EIF-backed guarantee enables the company to provide more accessible financing while also offering attractive opportunities for investors participating through its platform.

The EIF’s guarantee, provided under the InvestEU programme, represents a significant milestone as it marks the first time in Europe that loans issued via a crowdfunding platform are supported by InvestEU protection. This structure allows Capitalia to reduce credit risk, making it possible to channel retail investor capital into lending activities with improved security and better conditions for borrowers.

Marjut Falkstedt, Chief Executive of the EIF, emphasized that the initiative enhances access to affordable financing for microentrepreneurs who face barriers in obtaining credit. She also noted that the arrangement demonstrates how innovative financing models can mobilise private investment to support small businesses across the Baltic region.

This agreement builds on an earlier collaboration between Capitalia and the EIF under the Employment and Social Innovation (EaSI) programme. Through that initiative, Capitalia provided more than 500 loans totaling over €9.8 million to small businesses in Estonia, Latvia, and Lithuania.

The programme consists of three components: the InvestEU Fund, the InvestEU Advisory Hub, and the InvestEU Portal. The InvestEU Fund is deployed through implementing partners that will invest in projects using the EU budget guarantee of €26.2 billion. The entire budget guarantee will back the investment projects of the implementing partners, increase their risk-bearing capacity and thus mobilise at least €372 billion in additional investment.
