VINCI: Opening of first German motorway project involving remuneration based on availability for traffic known as V-Modell contract

Official opening of the widened and renovated Triptis–Schleiz section of the A9 motorway in Germany

Rueil-Malmaison, France, 8-9-2014 — /EuropaWire/ — Alexander Dobrindt, Germany’s Federal Minister of Transport and Digital Infrastructure, and Pierre Coppey, VINCI’s Chief Operating Officer, officially opened a new section of the A9 motorway between Berlin and Munich in Germany today. Work on the new section, which covers the 46.5 km between Triptis and Schleiz in Thuringia, was carried out under a public-private partnership (PPP).

Carried out by Via Gateway Thüringen, a company jointly owned by VINCI Concessions and BAM PPP, the new section is the first German motorway project involving remuneration based on availability for traffic. This approach, known as a V-Modell contract, is becoming the rule for motorway projects under development in Germany; whereas the A-Modell contract used to include remuneration based on actual traffic using the infrastructure.

The contract, worth a total of €220 million, came into force in October 2011. It covers financing, design, widening of 19 km to three-lane dual carriageway and renovation of 27.5 km, followed by operation and maintenance of the entire section for 20 years. The project was supervised by the Thuringian Land authority and DEGES, the state-owned institution in charge of major transport infrastructure projects, on behalf of the German government.

The works, which took three years to complete, were awarded to a construction consortium comprising VINCI subsidiary Eurovia (leader) and Wayss & Freytag Ingenieurbau, a Royal BAM subsidiary.

This public-private partnership contract strengthens VINCI Concessions’ presence in Germany. It is the third such project following on from those for the A4 (a 45 km section between Gotha and Eisenach in Thuringia) in 2007, which opened to traffic in September 2010, and the A5 (60 km section between Offenburg and Karlsruhe in Baden Wurttemberg) in 2008, which will be opened in the near future.
