SUEZ and EPAL E.P. Sign €100 Million Contract to Modernize Water Supply for 12 Million in Angola’s Luanda, Icolo, and Bengo Provinces

(IN BRIEF) SUEZ and EPAL E.P. have launched a €100 million contract aimed at modernizing the water supply system in Luanda, Icolo, and Bengo. The contract, effective from April 2025, focuses on increasing water production capacity, enhancing distribution performance, and improving customer service through the installation of smart water meters and a new billing system. Additionally, SUEZ will transfer its expertise to EPAL’s teams, ensuring the long-term sustainability of the project. This initiative strengthens SUEZ’s presence in Angola, a country the company has served since the 1970s, and follows its commitment to support the nation’s water infrastructure needs.

(PRESS RELEASE) PARIS, 6-May-2025 — /EuropaWire/ — SUEZ and Empresa Pública de Águas de Luanda (EPAL E.P.), the water management company serving the provinces of Luanda, Icolo, and Bengo, have officially launched a new project aimed at modernizing the region’s water supply system. Signed in 2022, the €100 million contract spans three years and officially commenced in April 2025, with the goal of improving the water supply for the area’s 12 million residents.

Access to clean, reliable drinking water is a critical concern in Angola, particularly in light of the growing pressures from climate change. In response, the Angolan government has embarked on a major initiative to enhance the country’s water infrastructure, with this contract with SUEZ serving as one of the cornerstone projects.

The three-year contract focuses on three primary areas:

  1. Increasing Drinking Water Production Capacity: SUEZ will modernize five water plants in Luanda and optimize their operational processes. In addition, new production facilities will be established, including three Compact Units supplied by SUEZ.
  2. Enhancing Water Distribution Performance: The contract will improve the performance of water distribution networks through an intelligent, real-time monitoring system and the identification and repair of leaks.
  3. Optimizing Customer Service Management: This will include modernizing the billing system and installing 9,000 smart water meters, enabling consumers to monitor their water usage in real-time and improve their control over consumption.

In addition to these infrastructure upgrades, the contract includes a knowledge transfer program for EPAL’s teams. Using SUEZ’s WIKTI methodology, the program will assess individual and team capabilities across various business segments and design customized, scalable training plans to strengthen EPAL’s workforce.

The launch of this new project further cements SUEZ’s longstanding presence in Angola, where the Group has been active since the 1970s. SUEZ has previously built several water treatment plants, including the rehabilitation of the Kifangondo plant in 2016. Currently, the Group is constructing the BITA drinking water production plant, scheduled for completion by the end of 2026. SUEZ’s ongoing commitment to Angola was further reinforced in January 2025 with the signing of a new memorandum of understanding with EPAL to extend the collaboration beyond 2028.

Pierre Pauliac, Group Deputy CEO & Chief Operating Officer of Water, expressed: “We are proud to support EPAL E.P. in its mission to preserve resources, improve service to users, and enhance the capabilities of its teams. This contract exemplifies SUEZ’s expertise in optimizing investments to expand access to water for all. We thank the Angolan authorities for their trust.”
