Stadler-Built FLIRT XL Trains for S8 Line Set for TÜV Rheinland Technical Review

The project covers 36 FLIRT XL multiple-unit trains being built by Swiss manufacturer Stadler for deployment on the S8 line in the VRR network from December 2029. TÜV Rheinland Intertraffic will provide independent oversight across three phases: design review, manufacturing supervision and final technical acceptance. The trains will operate between Mönchengladbach, Düsseldorf, Wuppertal and Hagen, with VIAS Rail GmbH responsible for procurement and construction supervision as the future operator and maintenance provider.

(PRESS RELEASE) COLOGNE, 12-Aug-2026 — /EuropaWire/ — TÜV Rheinland has been commissioned by the Rhine-Ruhr Transport Association to carry out technical inspections and acceptance testing for a new S-Bahn fleet planned for the VRR network.

The project covers 36 new multiple-unit trains that are scheduled to enter service on the S8 line in December 2029.

The trains will operate on the busy route between Mönchengladbach, Düsseldorf, Wuppertal and Hagen.

The new fleet will consist of FLIRT XL trains, each offering 180 seats, built by Swiss rail manufacturer Stadler.

TÜV Rheinland Intertraffic will act as an additional independent oversight body for the project, providing what is described as second-level controlling.

The company’s experts will support the project from the early design phase through manufacturing and final technical acceptance.

During the design phase, TÜV Rheinland will verify whether the design and construction of the new trains meet the contractual requirements and tender criteria defined by VRR.

In the manufacturing phase, TÜV Rheinland will provide overarching independent oversight of production at Stadler’s manufacturing facility.

Once the vehicles are completed, the experts will inspect the trains and validate the final technical acceptance process.

Marko Nicklich, project manager at TÜV Rheinland, said the company will support the project from the first design drawing through to the point at which the trains leave the factory.

He said large-scale rail projects show how independent technical expertise can help ensure that modern and sustainable mobility solutions are introduced reliably and safely.

Responsibility for procurement and construction supervision lies with VIAS Rail GmbH, the future operator and maintenance provider of the trains.

However, because the completed vehicles will become the property of VRR’s in-house operating unit, the transport association has chosen to add independent technical inspection by TÜV Rheinland.
