Russia’s national telecommunications operator Rostelecom shifts to a single subscriber accounting policy

Moscow, Russia, 15-4-2015 — /EuropaWire/ — Rostelecom OJSC (“the Company”) (MOEX: RTKM, RTKMP; OTCQX: ROSYY), Russia’s national telecommunications operator, today announces that the modernisation and unification of Rostelecom’s IT systems have allowed the Company to initiate the process of automatically aligning all the accounting procedures for broadband, IPTV and telephone subscribers to the Company’s six month accounting principle[1]. The process started at the beginning of the first quarter of 2015.

Over the past few years, Rostelecom has applied a six month accounting principle to new subscribers. However, it is only now that Rostelecom is able to audit its historic tariff plans and bring the entire customer base in line with the Company’s existing methodology. This has been made possible due to the implementation of strategic initiatives to integrate OSS/BSS systems, as well as the subsequent transfer to a single billing system across the Company.

Senior Vice President of Rostelecom, Larisa Tkachuk, commented: “The progress achieved in integrating our billing and IT systems allows us to bring all our broadband, IPTV and telephone subscribers in line with our single six month accounting policy. We aim to complete this process by the end of the second quarter of 2015. This change will not impact the revenues we receive from offering these services, but it will enable us to manage our customer base more effectively and to promote higher quality additional services to our existing customers.”

[1] The total six month subscriber base accounts for the number of clients with a running contract who have used a service within a six month period according to at least one of the following criteria: traffic, subscriber fee accruals or payments
