Recuro and INEOS Partner to Produce Recycled Feedstock for High-Performance Packaging

(IN BRIEF) INEOS and Norwegian recycler Recuro have signed a Memorandum of Understanding to develop an advanced recycling facility at INEOS’ Bamble polymer site in Norway. The facility will process up to 33,000 tonnes of end-of-life plastic waste annually and support the production of recycled feedstocks needed to meet EU Packaging and Packaging Waste Regulation requirements. The project, named “Full Circle”, will use advanced pyrolysis technology powered by renewable Norwegian energy. By recovering both oil and gas fractions from plastic waste and using existing industrial infrastructure at Bamble, the project aims to reduce emissions, lower costs and improve circularity. INEOS will use the recycled product to produce recycled ethylene at its Rafnes cracker, enabling the Bamble plant to manufacture virgin-quality recycled polyethylene suitable for demanding uses such as food and medical packaging. The project also supports Recuro’s ambition to become a major player in plastics recycling and reflects INEOS’ broader commitment to a low-carbon circular economy.

(PRESS RELEASE) LONDON, 10-Jul-2026 — /EuropaWire/ — INEOS and Norwegian recycling company Recuro have signed a Memorandum of Understanding to develop an advanced recycling facility at INEOS’ Bamble polymer site in Norway.

The planned facility will process up to 33,000 tonnes of end-of-life plastic waste each year, supporting the production of recycled feedstocks for new plastics and helping address the requirements of the EU Packaging and Packaging Waste Regulation.

The project, named “Full Circle”, is designed to combine advanced recycling technology with existing industrial infrastructure. By using available land, services and facilities at INEOS’ Bamble site, the partners aim to reduce both development costs and the project’s overall environmental footprint.

The facility will be powered entirely by renewable Norwegian energy and will use advanced pyrolysis technology. This process heats plastic waste at high temperatures in the absence of oxygen, breaking it down into simpler components such as oil, gas and char.

The project is designed to maximise recovery of the embedded carbon in plastic waste by retaining both the oil and gas fractions produced during recycling for further use. Instead of being diverted to energy generation, these fractions can be reused as feedstocks, helping keep carbon-based materials in circulation and reducing overall CO₂ emissions.

INEOS plans to use the recycled product as feedstock to produce recycled ethylene at its Rafnes cracker. This will enable the nearby Bamble plant to manufacture virgin-quality recycled polyethylene for demanding applications, including food and medical packaging.

The recycled polyethylene is expected to meet strict EU regulatory requirements while supporting higher overall recycling rates for plastic materials.

Arve Jakobsen, Chief Executive Officer of Recuro, said the Full Circle project stands out because of its integrated approach.

Jakobsen added that the project marks an important step in Recuro’s ambition to become a leading player in plastics recycling.

The collaboration between INEOS and Recuro is intended to support the development of circular plastic value chains in Europe by turning end-of-life plastic waste into high-quality recycled materials suitable for reuse in demanding packaging applications.
