21-1-2013 — /europawire.eu/ — Today (17 January 2013), the Chairperson of the Conciliation Commission for Payment Disputes, Prof. Kamelia Kassabova, Ph.D., presented to the Governing Council of the Bulgarian National Bank the annual report on the Commission’s activities in 2012.

In 2012, the Conciliation Commission for Payment Disputes considered 96 cases, of which 80 were new objections by recipients of payment services, and 16 were cases closed by conciliation proceedings initiated in 2011. The conciliation proceedings closed in 2012 were 78 in total, and almost half of the cases ended with their resolution and acceptance by both parties to the dispute as a result of voluntary resolution of the dispute in the course of the proceedings or as a result of acceptance of the prepared conciliation proposal.

The disputes between payment service providers and recipients in 2012 fall into three main groups:

• Disputed payment transactions with debit payment cards, among which there are cases of unlawfully executed transactions with debit cards as a result of theft or loss of the card; unlawful copying of data on a payment card (skimming); unsuccessful withdrawal of amounts from ATMs with a debit card, etc.

• Disputed payment transactions with credit payment cards, which vary from cases of unauthorized transactions with a credit card; unauthorized payment transaction via Internet by illegal use of data from a credit card and other unlawful payment transactions by a credit card as a result of theft of the card, to disputing interest payable for servicing of a credit card and fees charged for closing a credit card account, etc. In this group, the cases of unauthorized payment transactions ordered via Internet are prevailing.

• Disputing other payment services, which include cases of a technical error made in effecting a transfer; property damages incurred in exchanging currency; fees and commissions charged on a current account in US dollars, etc.
