Over €244 Million from EIB Global to Modernize Chisinau’s Heat Network and Build Cahul Regional Hospital in Moldova

(IN BRIEF) EIB Global is lending €143.5 million to Termoelectrica SA for a seven-year overhaul of Chisinau’s district heating network—horizontalizing pipelines, installing individual substations, and upgrading 1 665 apartment buildings—to cut energy use by 25% and emissions by 7%. A separate €101 million loan will build a new regional hospital in Cahul for 300 000 residents. Both initiatives support Moldova’s EU-alignment goals, reduce reliance on Russian energy, and are co-financed by EBRD, EU/E5P grants, and technical assistance from EPTATF, Swedfund, and the EIB’s EU for Ukraine programme. Energy Minister Dorin Junghietu and Health Minister Ala Nemerenco underscored the projects’ benefits for households and healthcare access, while EU Ambassador Jānis Mažeiks praised their role in improving Moldovan lives.

(PRESS RELEASE) LUXEMBOURG, 9-Jul-2025 — /EuropaWire/ — EIB Global, the European Investment Bank’s development arm, is extending two loans to Moldova totaling over €244 million, aimed at modernizing Chisinau’s district heating network and constructing a new hospital in Cahul. A €143.5 million credit will finance Termoelectrica SA’s upgrade of the capital’s heating infrastructure—replacing outdated vertical risers with horizontal pipelines, installing 2 510 individual substations, and refurbishing building distribution systems. These measures are expected to slash energy use by 25%, cut heating costs, and lower CO₂ emissions by 7% over the next 20 years.

Separately, a €101 million loan to the Ministry of Health will fund a regional hospital in Cahul, serving some 300 000 residents from Cahul and nearby cities—Comrat, Leova, Ceadîr-Lunga, Taraclia, Cantemir, and Vulcănești. Both projects incorporate co-financing: the district heating works also benefit from EBRD financing and EU/E5P grants, while the Cahul hospital receives technical support via EU, EPTATF, Swedfund, and the EIB’s EU for Ukraine Advisory Programme.

“These investments will elevate living standards across Moldova—from reliable heating in Chisinau to world-class healthcare in the south,” said EIB Vice-President Teresa Czerwińska. “By aligning with EU standards and reducing energy dependency on Russia, we reinforce Moldova’s path toward EU integration.”

Energy Minister Dorin Junghietu highlighted the district heating project’s impact: “Upgrading 1 665 buildings and empowering 300 000 households with individual thermal control is a strategic step for energy efficiency, lower bills, and environmental responsibility.” Health Minister Ala Nemerenco noted the significance of the Cahul hospital: “For the first time, two regional hospitals in Cahul and Bălți will be built to European standards, granting modern medical care to over 300 000 people and advancing equity in healthcare.”

EU Ambassador Jānis Mažeiks added: “These projects do more than upgrade infrastructure; they bring dignity, security, and opportunity to Moldovan families.”
