Moeve and Exolum Advance Muelle Sur Maritime Hub to Support Sustainable Feedstocks and Renewable Fuels

(IN BRIEF) Moeve and Exolum have secured €105 million in financing from BBVA and Kutxabank for Muelle Sur, a strategic logistics and maritime transport hub at the Port of Huelva. The project is being developed through their joint venture Terminal Puerto Tartessos and is already more than 50% complete. The financing has been structured as a project finance transaction, with BBVA acting as Sole Bookrunner, Sole Underwriter, Mandated Lead Arranger and Hedge Coordinator, and Kutxabank as Lead Arranger. The funding will support the development of a new 511-metre berth in the Port of Huelva’s Outer Harbour, modernising logistics infrastructure for Moeve’s La Rábida Energy Park and Exolum’s nearby facilities. Muelle Sur will support the logistics of sustainable feedstocks and renewable fuels, including those linked to Moeve’s second-generation biofuels plant, part of a major 2G biofuel complex in southern Europe. The project is expected to improve operational efficiency, increase flexibility, strengthen safety and support Europe’s energy transition and strategic autonomy.

(PRESS RELEASE) MADRID, 10-Jul-2026 — /EuropaWire/ — Moeve and Exolum, through their joint venture Terminal Puerto Tartessos, have reached financial close for the development of Muelle Sur, a strategic logistics and maritime transport hub at the Port of Huelva.

The project, which is already more than 50% complete, will support the modernisation of logistics infrastructure serving Moeve’s La Rábida Energy Park and Exolum’s nearby facilities. The new terminal is designed to strengthen the handling of sustainable feedstocks and renewable fuels while improving efficiency, flexibility and safety at the site.

BBVA and Kutxabank will provide €105 million of financing under a project finance structure. The package will support the long-term development of the logistics asset within the industrial complex of the Port of Huelva’s Outer Harbour.

BBVA led the structuring of the transaction, acting as Sole Bookrunner, Sole Underwriter, Mandated Lead Arranger and Hedge Coordinator. Kutxabank acted as Lead Arranger. Garrigues advised Terminal Puerto Tartessos, while Gómez-Acebo & Pombo acted as legal adviser to the financial institutions.

Muelle Sur is expected to become one of the main gateways for feedstocks and products linked to Moeve’s new second-generation biofuels plant. The plant will form part of what is set to be the largest second-generation biofuel complex in southern Europe.

Carmen de Pablo, Chief Financial Officer and Director of Strategy, Sustainability and M&A at Moeve, said the project is a key logistics asset for advancing the energy transition and supporting Europe’s strategic autonomy.

He added that the financing reflects strong project finance market interest in critical energy-transition infrastructure and helps create value for the development of this type of asset.

The Muelle Sur project includes the construction of a new 511-metre berth at the Port of Huelva’s Outer Harbour. The infrastructure will modernise logistics capabilities for Moeve’s La Rábida Energy Park and Exolum’s facilities, supporting more efficient vessel loading and unloading operations.

The new terminal will also enable improved handling of sustainable feedstocks and the distribution of renewable fuels. By increasing logistics flexibility and reinforcing operational safety, the project is expected to contribute to the development of cleaner energy supply chains and stronger European energy autonomy.
