The platform creates tolling transactions using Kapsch TrafficCom’s own map-matching, trip-building and tolling contextualisation technology. In the Netherlands and Belgium, the system supports tolling transactions across approximately 14,000 kilometres of roads, including the dense Brussels road network. The GLP supports CO₂ tolling and is designed to accommodate future differentiated charging models, including charges based on noise and air pollution under European regulatory requirements.

(PRESS RELEASE) VIENNA, 6-Aug-2026 — /EuropaWire/ — Kapsch TrafficCom has deployed its Geo Location Platform, known as GLP, for satellite-based tolling in the Netherlands, marking a further step in the company’s expansion across European tolling markets.

The platform is now operational in both the Netherlands and Belgium, where it is used to create tolling transactions through Kapsch TrafficCom’s in-house technology.

The GLP uses the company’s own map-matching, trip-building and tolling contextualisation capabilities to convert location data into verified tolling transactions.

Kapsch TrafficCom said the expansion to the Netherlands demonstrates the platform’s ability to support new tolling schemes with the accuracy and reliability required by public authorities and service providers.

Justin Hamilton, Director Location Based Charging at Kapsch TrafficCom, said the Netherlands deployment is a key milestone for the company.

He said the GLP is now operating in the Netherlands, Belgium and Bulgaria, with an upcoming launch planned in Lithuania.

Hamilton added that the platform shows Kapsch TrafficCom can deliver the intelligence behind satellite tolling across different national schemes, regulatory environments and road networks.

The Geo Location Platform supports satellite tolling, road user charging and location-based business applications.

It is designed for toll chargers, road authorities, toll service providers, fleet management providers and European Electronic Toll Service, or EETS, providers.

The platform receives location data from GNSS-enabled devices, smartphones, connected vehicles or on-board units.

Its map-matching technology then identifies road usage, builds trip records, creates rated trip reports and generates charge reports for further processing and billing.

In the Netherlands and Belgium, the system is being used to create tolling transactions across a network of approximately 14,000 kilometres of roads.

This includes the dense Brussels road network, where high accuracy is particularly important.

At the core of the GLP is its ability to convert raw GNSS data into verified charging outcomes.

The platform’s open and device-agnostic architecture allows authorities and service providers to work with different data sources while maintaining consistent transaction creation and charging logic.

The latest rollout also strengthens Kapsch TrafficCom’s position in the transition toward more flexible and policy-driven charging systems.

In Belgium and Bulgaria, the company is already supporting CO₂ tolling as part of its system.

Kapsch TrafficCom said the platform is also ready to support further charging models for external costs as defined under the relevant EU directive, including tolling based on noise and air pollution.

These capabilities are being developed in response to upcoming European requirements for differentiated road charging models.

The expanded operational setup went live on 1 July.

With live operations in the Netherlands, Belgium and Bulgaria, Kapsch TrafficCom is demonstrating how satellite tolling can be delivered across multiple countries through a common geolocation platform.
