From Civilian Roots to Military Might: Telenor’s KNL Transforms Defence Communications

(IN BRIEF) Telenor, through its subsidiary KNL, has expanded into the defence sector by signing a ten-year contract with the Finnish and Swedish Defence Forces via NORDEFCO. This agreement, effective from 2025 to 2035, highlights Telenor’s commitment to providing state-of-the-art military communication technology amid rising cyber threats and geopolitical tensions. Following its acquisition five years ago, KNL has shifted its focus exclusively to the defence industry, developing high-frequency communication systems that function independently of conventional infrastructure like satellites and GPS. These portable systems ensure reliable communication in adverse conditions, even under jamming. The deal not only reinforces the strategic importance of advanced communication technologies in military operations but also opens up further opportunities for expansion, as Nordic countries pursue joint procurement strategies and NATO nations show growing interest in KNL’s innovative solutions. Telenor projects significant growth potential in the global tactical HF radio market, estimated to be worth up to NOK 100 billion.

(PRESS RELEASE) FORNEBU, 3-Apr-2025 — /EuropaWire/ — Telenor is stepping into the defence industry by expanding its technological footprint through its subsidiary KNL, which has just signed a ten-year contract with the Finnish and Swedish Defence Forces via NORDEFCO. This deal comes at a time of increasing cyber threats and geopolitical tensions, positioning Telenor as a critical provider of advanced military communication technology.

Five years after Telenor acquired KNL Networks—a company originally focused on dual-use solutions for both civilian and military markets—KNL has since shifted its focus solely to the defence sector. Today, KNL has developed groundbreaking high-frequency (HF) communication systems that operate independently of traditional infrastructure such as satellites and GPS. These portable systems ensure reliable communication even in the most challenging environments, including situations involving jamming or other forms of interference.

At a ceremony marking this strategic agreement, KNL inked a deal with NORDEFCO, representing a framework partnership with both the Swedish Defence Material Administration and the Finnish Defence Forces, effective from 2025 until 2035. Although the financial details remain confidential, the agreement underscores Telenor’s commitment to supplying cutting-edge technology to bolster modern military operations. Telenor estimates that the global tactical HF radio market could be as high as NOK 100 billion.

Dan Ouchterlony, Head of Telenor Amp, highlighted the journey from KNL’s acquisition to its current role, noting that their technology has proven indispensable under extreme conditions when conventional communication infrastructure fails. Toni Lindén, CEO of KNL, echoed this sentiment, emphasizing that the performance of their communication systems under duress is a key factor behind the agreement. Moreover, as Nordic defence cooperation deepens, joint procurement initiatives are driving a preference for standardized solutions, setting the stage for KNL to further expand its reach—especially if other Nordic nations adopt its technology.

Looking beyond the Nordic region, KNL is also engaged in discussions with several NATO countries, and Telenor is optimistic about the international growth potential of this innovative technology. “Our breakthrough communication systems address a vital need in today’s security landscape,” said Lindén, “and this agreement is just the beginning. With Telenor’s support, we expect KNL to become a major player in the global defence market.”
