Ferrovial’s Polish Subsidiary Budimex Spearheads Baltic Rail Transformation with Rail Baltica Project

(IN BRIEF) Ferrovial, through its Polish subsidiary Budimex, is at the forefront of the Rail Baltica project in Estonia, tasked with constructing a 58.08-kilometer high-speed railway from Pärnu to the Latvian border. Valued at around EUR332 million (approximately PLN 1.4 billion), the project is executed under an alliance contract that breaks the work into phases—design, construction, and defect liability—to ensure efficiency and minimize disputes. Budimex, holding a 40% stake in the consortium, leads the construction efforts, while consortium partners from France, Estonia, and Finland provide design and additional construction support. The railway will support speeds up to 249 km/h and is co-financed by the EU and the Estonian state budget, with completion scheduled by the end of 2030. The next segment of the project is expected to boost Budimex’s order book significantly, underscoring Ferrovial’s strategic commitment to enhancing transportation infrastructure in Europe.

(PRESS RELEASE) AMSTERDAM, 24-Mar-2025 — /EuropaWire/ — Ferrovial (BME: FER) is proud to announce that its Polish subsidiary, Budimex, is playing a pivotal role in the Rail Baltica project in Estonia, a major initiative aimed at transforming high-speed rail connectivity in the Baltic region. As part of a consortium responsible for designing and building the main line, Budimex is entrusted with constructing a 58.08-kilometer stretch of railway from Pärnu to the Latvian border—a project tendered by OÜ Rail Baltic Estonia and valued at approximately EUR332 million (around PLN 1.4 billion).

From Ferrovial’s perspective, this project exemplifies our commitment to delivering cutting-edge infrastructure solutions through close collaboration. The contract has been awarded on an ‘alliance’ basis, a model that fosters strong cooperation between the contracting authority and our consortium partners by dividing the work into distinct phases—design, construction, and defect liability—each approved independently. This structure minimizes risks, reduces disputes, and ensures greater transparency and efficiency throughout the project lifecycle. Budimex, holding a 40% stake in the consortium, will focus exclusively on the construction work, while our esteemed partners—Bouygues Travaux Publics (France) and KMG Infra OÜ (Estonia) on the construction side, along with Ingérop Conseil et Ingénierie (France) and WSP Finland Oy (Finland) handling design—complement the team with their specialized expertise.

The new railway is engineered to allow trains to travel at speeds of up to 249 kilometers per hour and is co-financed by the European Union and the Estonian state budget. The project is scheduled for completion by the end of 2030. Additionally, forecasts indicate that the contract for the next section of Rail Baltica will significantly enhance Budimex’s order book by up to PLN500 million, building on a record order book value of PLN17.8 billion recorded at the end of 2024. For Ferrovial, this undertaking represents not only a strategic expansion of our infrastructure portfolio but also a reaffirmation of our commitment to driving innovation and excellence in transportation across Europe.
