Ferrovial to Expand San Juan Flood Control Canal with Major Infrastructure Works for Río Piedras Channel

(IN BRIEF) Ferrovial has secured a nearly $1.1 billion contract from the U.S. Army Corps of Engineers to expand and improve a section of the Río Piedras channel in San Juan, Puerto Rico, under the broader Puerto Nuevo flood control programme. The project will widen the waterway from 80 feet to more than 160 feet, increasing its capacity to manage stormwater and reducing flood risk for nearby neighbourhoods, businesses and essential services. Ferrovial’s work will include reinforcing the canal walls with deep concrete pile structures anchored more than 100 feet underground, connecting them with reinforced concrete beams and adding double-wall systems in selected sections to improve stability and safety. The upgrades will also help prevent erosion, reduce landslide risk, improve water flow and minimize sediment buildup. The broader flood control initiative is expected to span around six years and generate more than 10,000 direct and indirect jobs, supporting both climate resilience and local economic activity in Puerto Rico.

(PRESS RELEASE) AMSTERDAM, 9-Jun-2026 — /EuropaWire/ — Ferrovial has been awarded a contract valued at nearly $1.1 billion by the U.S. Army Corps of Engineers to expand and upgrade a section of the Río Piedras channel in San Juan, Puerto Rico, as part of a major flood control initiative for the Puerto Rican capital.

The contract, worth $1.079 billion, represents Ferrovial’s second project with the U.S. Army Corps of Engineers under the Puerto Nuevo flood control programme. The works are designed to reduce flood risk in surrounding neighbourhoods and improve long-term resilience in one of San Juan’s densely populated urban areas.

The project will widen the Río Piedras waterway from 80 feet to more than 160 feet, significantly increasing its capacity to manage water flows during heavy rainfall events. The improvements are expected to help protect nearby communities, businesses and essential services from flooding, while contributing to broader climate and infrastructure resilience in the city.

Ferrovial’s scope of work includes the reinforcement of the canal walls using deep concrete pile structures anchored more than 100 feet below ground. These piles will be constructed on-site and linked with reinforced concrete beams to provide long-term structural stability. Some sections of the canal will also include a double-wall system, adding further strength and safety to the upgraded channel.

The canal reinforcement works are intended to strengthen the riverbanks, limit erosion and reduce the risk of landslides. These measures are particularly important because of the channel’s proximity to heavily populated areas of San Juan, where flood protection infrastructure plays a vital role in public safety and urban resilience.

Additional improvements will focus on enhancing water flow through the channel, reducing sediment buildup and improving the canal’s ability to withstand intense rainfall. The upgraded infrastructure will form part of the wider Puerto Nuevo flood control programme, a long-term initiative expected to continue for approximately six years.

The broader programme is also expected to provide significant economic benefits, generating more than 10,000 direct and indirect jobs. By combining major civil engineering works with flood risk reduction, the project is intended to support both local resilience and economic activity in Puerto Rico.
