European Investment Bank Signs New Agreements With TKYB and Türk Eximbank to Support Turkish Companies’ Green Transition

(IN BRIEF) The European Investment Bank has resumed financing in Türkiye through two €100 million agreements with the Development and Investment Bank of Türkiye and Türk Eximbank, creating a €200 million package to support renewable energy and energy efficiency investments by Turkish SMEs and mid-cap companies. The funds will be on-lent to businesses seeking to reduce greenhouse gas emissions, strengthen energy security, improve climate resilience, enhance supply chains and create green jobs. The agreements mark a renewed phase of cooperation between the EIB and Türkiye, with Turkish officials and EIB representatives highlighting the role of clean energy finance in improving competitiveness and supporting sustainable growth. The EIB delegation also visited Hatay, where the bank is supporting reconstruction of drinking water and wastewater infrastructure through a separate €400 million operation following the 2023 earthquakes. Türk Eximbank said the new agreement will help exporters comply with environmental standards in key markets, especially the EU, while TKYB said the financing will support Türkiye’s long-term development and green transition goals.

(PRESS RELEASE) LUXEMBOURG, 10-Jun-2026 — /EuropaWire/ — The European Investment Bank has resumed financing activity in Türkiye with two new €100 million financing agreements designed to support the decarbonisation of Turkish businesses through renewable energy and energy efficiency investments.

The financing operations were signed with the Development and Investment Bank of Türkiye, TKYB, and Türk Eximbank. Each institution will receive €100 million from the EIB and on-lend the funds to Turkish small and medium-sized enterprises and mid-cap companies. The financing is intended to help companies invest in clean energy, improve energy efficiency, reduce greenhouse gas emissions and strengthen climate resilience.

The new funding also aims to support stronger supply chains, improved energy security and the creation of green jobs in Türkiye. By working through TKYB and Türk Eximbank, the EIB is seeking to reach businesses across the country, particularly companies that need long-term financing to modernise operations, comply with environmental requirements and improve competitiveness in export markets.

Turkish Treasury and Finance Minister Mehmet Şimşek welcomed the EIB’s return to Türkiye, saying the financing will help businesses invest in clean energy, improve efficiency and reinforce competitiveness. He said the agreement demonstrates how Türkiye and the European Union can cooperate in support of sustainable growth and shared prosperity.

EIB Vice-President Robert de Groot said the signatures mark a new phase of cooperation between the EIB and Türkiye. During his first official visit to the country, he said working with two Turkish banks that have extensive SME and mid-cap networks will allow the EIB to support companies across Türkiye as they transition toward a more sustainable and resilient future.

The EIB delegation also held discussions with Turkish government officials on future cooperation in sustainable transport, infrastructure and support for the private sector’s transition toward more energy-efficient and sustainable operations.

As part of the visit, the delegation travelled to Hatay, one of the regions most severely affected by the 2023 earthquakes. The EIB is supporting the reconstruction of drinking water and wastewater infrastructure in the province through a €400 million operation that forms part of wider European Union support. These investments are helping restore essential services, improve living conditions and rebuild infrastructure to higher standards, including by reducing water losses and strengthening resilience to future challenges.

Ibrahim Halil Öztop, Chief Executive Officer of TKYB, said the agreement is another significant step in supporting Türkiye’s transition toward a more sustainable, resilient and competitive economy. He said TKYB remains committed to mobilising international resources for renewable energy, energy efficiency and investments that contribute to Türkiye’s long-term development goals.

Ali Güney, CEO of Türk Eximbank, said the cooperation with the EIB reflects international confidence in Türkiye’s green transformation. He said the agreement will provide strong financial support for exporters seeking to meet environmental regulations in key export markets, particularly in the European Union. With this transaction, Türk Eximbank’s international funding dedicated to green transformation has reached USD 1.9 billion.

EU Ambassador Designate to Türkiye Aivo Orav said the signatures represent an important step in the renewed engagement of the EIB in Türkiye. He said the agreements show how the European Union and Türkiye can work together to support the green transformation of the economy, strengthen the competitiveness of Turkish companies and help businesses invest in cleaner energy, efficiency and more resilient supply chains.

The renewed cooperation comes as EU support to Türkiye covers both reconstruction in earthquake-affected regions and forward-looking investment in sustainable infrastructure, including clean transport and rail connectivity. The EIB, Turkish authorities and financial institutions are expected to continue working together to turn shared priorities into investment for people, businesses and regions across Türkiye.
