(PRESS RELEASE) LUXEMBOURG, 14-Sep-2026 — /EuropaWire/ — The European Investment Bank (EIB) and Wrocław University of Science and Technology have signed the first PLN 150 million financing agreement under a broader PLN 600 million EIB financing package supporting construction of a major new technology park and integrated research, teaching and innovation infrastructure at the Polish university.

The long-term financing will cover up to half of the cost of investments planned under Tech Innovation Park LEM — Life, Energy & Materials, which is intended to support interdisciplinary research, development and implementation of new technologies, education, entrepreneurship and international academic cooperation.

The project is expected to create an integrated network of research, teaching and innovation centres by 2030, strengthening the university’s capabilities in areas including life sciences, energy, materials, microelectronics, digital technologies and quantum technologies.

First PLN 150 million agreement under PLN 600 million financing

The newly signed PLN 150 million agreement represents the first tranche of the EIB’s approved PLN 600 million financing for Wrocław University of Science and Technology.

The EIB funding can cover up to 50% of the cost of the university’s planned infrastructure investments, providing long-term and flexible financing for one of the largest development programmes in the institution’s history.

The financing is backed by InvestEU guarantees, supporting investment in research, innovation and education with the aim of strengthening European economic competitiveness and technological capabilities.

Tech Innovation Park LEM to create integrated research ecosystem

The university plans to use the financing to develop Tech Innovation Park LEM, whose name reflects three major research areas: Life, Energy and Materials.

Rather than creating a series of isolated buildings, the project is designed as an integrated environment bringing together researchers, students, technology developers, entrepreneurs and international partners.

The new infrastructure will support research across disciplinary boundaries while creating spaces where scientific discoveries can progress toward practical applications and new technologies.

The university expects the network of facilities to be developed by 2030.

New laboratories will connect engineering, medicine and biology

A major component of the investment will be new laboratories supporting interdisciplinary research at the intersection of engineering, medicine and biology.

The facilities are intended to allow research teams from different scientific fields to work more closely together on complex technological and societal challenges.

This approach reflects the growing convergence between engineering and life sciences, including areas where advanced materials, digital technologies and engineering systems can contribute to medical and biological research.

The new infrastructure is intended to provide researchers with modern facilities comparable with those available at leading European technical universities.

Microelectronics, digital and quantum technology centres planned

Tech Innovation Park LEM will also include dedicated centres for microelectronics, digital technologies and quantum technologies.

These fields are increasingly important to Europe’s technological competitiveness and strategic autonomy, particularly as demand grows for advanced computing, electronic components and emerging quantum systems.

The investment will give the university additional capacity to conduct research, educate specialists and cooperate with industry in technologically advanced sectors.

The centres are also expected to support the translation of academic research into commercial and industrial applications.

Materials, energy, climate and urban research infrastructure included

The planned technology park will include research infrastructure dedicated to materials, energy, climate and urban studies.

These facilities will support work on technologies and systems relevant to the energy transition, sustainable development and the changing needs of modern cities.

Advanced materials research can also contribute to multiple industrial sectors, while energy and climate studies provide a foundation for developing more efficient and resilient technologies.

By bringing these areas together in a shared environment, the university aims to encourage multidisciplinary research and closer links between scientific disciplines.

Spaces for entrepreneurship and international cooperation

The investment programme extends beyond laboratories and technical research centres.

Tech Innovation Park LEM will include spaces dedicated to entrepreneurship, international cooperation and student activities, creating an environment intended to connect research with innovation and practical implementation.

These facilities can support collaboration between academics, businesses, students and international research partners.

The university sees stronger links between science and industry as an important element in moving new technologies from research into wider economic use.

EIB highlights role of research centres in European competitiveness

Marko Primorac, EIB Vice-President responsible for operations in Poland, said innovation centres can create new sources of economic growth while strengthening European competitiveness and resilience.

He said the EIB Group places particular emphasis on supporting world-class research facilities and educational infrastructure.

According to Primorac, the financing for Wrocław University of Science and Technology will advance research in life sciences, energy and materials while also strengthening cooperation between academia and industry.

University describes project as historic development investment

Professor Arkadiusz Wójs, Rector of Wrocław University of Science and Technology, described Tech Innovation Park LEM as one of the largest development investments in the university’s history.

He said the objective is not to construct separate facilities but to establish a shared environment where research, education and implementation of new technologies can take place together.

The project is a central element of the university’s 2023-2030 transformation strategy and is intended to strengthen its capacity to conduct research at a level comparable with leading European technical universities.

Financing supported through InvestEU guarantees

The EIB financing is supported by guarantees under InvestEU, the European Union programme designed to mobilise public and private investment in areas supporting strategic European policy objectives.

InvestEU backing allows the EIB to provide financing for projects that contribute to innovation, research infrastructure, skills and technological development.

For Wrocław University of Science and Technology, this structure provides access to long-term financing suited to the extended development timetable of a major university infrastructure programme.

Sixth Polish financing under EIB TechEU programme

The Wrocław agreement is the sixth financing operation concluded in Poland under TechEU, the EIB Group’s flagship initiative for supporting innovation and European economic competitiveness.

TechEU aims to contribute to the mobilisation of approximately €250 billion in investment in Europe’s most innovative sectors.

The initiative focuses on supporting technological development, scaling innovative companies and strengthening Europe’s ability to develop and retain strategic technologies.

Universities and research institutions form an important part of the programme because of their role in generating scientific knowledge, skilled graduates and new technologies.

EIB Group plans €70 billion of TechEU investment by end of 2027

Under TechEU, the EIB Group plans to invest €70 billion by the end of 2027.

Priority areas include artificial intelligence, biotechnology, clean energy, security and defence, alongside other advanced technology sectors.

The programme is intended to use EIB Group financing to mobilise significantly larger amounts of additional investment across the European innovation ecosystem.

Support ranges from research and university infrastructure to growth financing for technology companies and strategic industrial projects.

Polish TechEU portfolio continues to expand

Previous TechEU beneficiaries in Poland include the National Centre for Nuclear Research and the University of Silesia, demonstrating the programme’s support for scientific and educational institutions.

Technology and industrial companies supported through the initiative have also included Synerise, Allegro and PESA.

The addition of Wrocław University of Science and Technology broadens the programme’s Polish portfolio with a major integrated research and teaching infrastructure project.

Investment strengthens links between science and industry

One of the principal goals of Tech Innovation Park LEM is to create closer connections between academic research and industrial application.

Modern innovation increasingly requires researchers, technology companies, investors and entrepreneurs to collaborate throughout the development process.

By combining laboratories, teaching facilities and entrepreneurship spaces within a single ecosystem, Wrocław University of Science and Technology aims to shorten the distance between scientific discovery and implementation.

The approach is expected to help researchers collaborate with companies while giving students greater exposure to technology development and innovation.

Project supports international academic exchange

International cooperation will also be an important component of the technology park.

Dedicated infrastructure will support academic exchange, joint research and partnerships with institutions outside Poland.

The university expects these capabilities to strengthen its international profile and make it easier to participate in European and global research projects.

The investment is therefore intended not only to modernise physical infrastructure but also to broaden the university’s research networks and collaboration opportunities.
