(PRESS RELEASE) LUXEMBOURG, 10-Sep-2026 — /EuropaWire/ — The European Investment Bank (EIB) and Danske Bank have signed a new guarantee agreement designed to expand financing capacity for Europe’s wind energy sector and support manufacturers supplying turbines and other equipment for new wind farms.

Under the agreement, the EIB will provide Danske Bank with a guarantee of up to €250 million, enabling the Denmark-based lender to issue as much as €500 million in bank guarantees for companies involved in producing and delivering equipment for European wind projects.

The operation is expected to help mobilise substantial additional private investment while strengthening Europe’s renewable energy supply chain and supporting the deployment of new wind generation capacity.

EIB guarantee expands financing capacity for wind manufacturers

Large-scale wind projects typically require manufacturers and suppliers to provide bank guarantees to project buyers before production or equipment delivery can begin.

These guarantees are an important part of commercial contracts but can consume significant portions of manufacturers’ available banking capacity, potentially limiting the number or size of projects they can take on simultaneously.

Through its €250 million commitment, the EIB will share part of this risk with Danske Bank.

The risk-sharing arrangement will give Danske Bank greater capacity to provide guarantees to companies throughout the wind energy value chain, helping manufacturers secure orders, begin production and deliver equipment for renewable energy projects.

Up to €500 million in guarantees available to European wind sector

The EIB backing is expected to enable Danske Bank to provide up to €500 million in guarantees to companies operating in the European wind industry.

By expanding access to this form of financial support, the institutions aim to help wind equipment manufacturers respond to growing demand for renewable energy infrastructure.

The guarantees are intended to support production and delivery obligations associated with new wind farms, providing companies with additional financial capacity while helping project developers secure the equipment required for new installations.

The operation is also expected to have a broader catalytic effect by helping mobilise private-sector financing alongside the EIB-backed support.

Ioannis Tsakiris highlights energy security and industrial competitiveness

Ioannis Tsakiris, Vice-President of the European Investment Bank, said Europe needs both additional renewable generation and a strong domestic industrial base capable of supplying the technologies required to deliver it.

He said the partnership with Danske Bank will help wind manufacturers obtain financing to expand, innovate and execute new projects.

According to Tsakiris, strengthening European wind manufacturing also supports the resilience of the clean-energy supply chain and contributes to greater European energy security.

European companies hold significant share of global wind market

European Union companies remain major participants in the global wind industry, accounting for approximately 20% of the worldwide market.

Wind power is also already a significant part of the European electricity mix, providing around one-fifth of electricity generation in the EU on average.

Denmark has the highest wind share among EU countries, with wind energy accounting for approximately 60% of its electricity generation.

Maintaining and expanding this industrial capability is viewed as important to Europe’s efforts to increase renewable energy deployment while strengthening domestic supply chains.

First Nordic intermediary agreement under EU Wind Power Package

The transaction represents the first agreement of its kind involving a financial intermediary in the Nordic region under the European Union’s 2023 Wind Power Package.

The EU initiative was introduced to accelerate wind energy development and improve the competitiveness of European wind manufacturers as demand for renewable generation increases.

The EIB-Danske Bank agreement applies this framework through a financial intermediary, allowing the bank to extend additional guarantee capacity directly to companies serving wind projects.

Danske Bank brings expertise across wind energy value chain

Samu Slotte, Head of Sustainable Finance at Danske Bank, said expanding wind power requires substantial investment, resilient supply chains and financing mechanisms capable of helping manufacturers accept and deliver new orders.

He highlighted guarantees as a particularly important tool because they provide manufacturers with the financial backing required to enter commercial agreements and supply critical equipment.

Slotte said Danske Bank combines extensive relationships across the wind value chain with experience developed in Denmark, one of the world’s most advanced wind energy markets.

The collaboration with the EIB is intended to use that expertise to support additional renewable energy capacity across Europe.

InvestEU backs new wind financing initiative

The transaction is backed by the InvestEU programme, which supports investment aligned with European Union policy objectives.

The guarantee also contributes to the goals of the REPowerEU initiative, launched in 2022 to reduce Europe’s dependence on imported fossil fuels and accelerate the deployment of renewable energy.

By increasing financing capacity for European wind manufacturers, the agreement links industrial competitiveness with the EU’s wider objectives for energy security and decarbonisation.

EU needs another 117 GW of wind capacity by 2030

The scale of Europe’s wind investment requirements remains significant.

To meet the European Union target of achieving 45% renewable energy by 2030, Europe needs to add approximately 117 GW of wind power capacity.

This expansion will require substantial investment not only in wind farms themselves but also throughout the manufacturing and equipment supply chain.

Additional financing capacity for manufacturers can therefore play an important role in ensuring that suppliers are able to produce turbines, components and other equipment at the scale and pace required.

EIB European Wind Power Package totals €6.5 billion

The EIB is supporting the sector through its broader €6.5 billion European Wind Power Package.

The programme is expected to support the development of approximately 32 GW of new wind power capacity.

The Danske Bank transaction forms part of this wider effort to address financing constraints facing manufacturers and strengthen the European industrial base supporting renewable energy deployment.

By using guarantees and risk-sharing instruments, the EIB aims to leverage its financing capacity and enable commercial banks to extend greater support to companies operating throughout the sector.

Agreement supports Europe’s renewable energy supply chain

Beyond the direct financing impact, the EIB and Danske Bank see the agreement as a way to reinforce Europe’s broader clean-energy manufacturing ecosystem.

As wind deployment accelerates, European manufacturers must be able to invest, manage larger order books and deliver equipment on schedule.

Greater access to guarantees can help companies preserve working financial capacity while meeting contractual requirements associated with major infrastructure projects.

The operation therefore combines renewable energy objectives with support for European industrial competitiveness, private investment and energy security.
