Enagás, NaTran, and Teréga Launch BarMar JV to Build Barcelona–Marseille Hydrogen Pipeline

Enagás, NaTran, and Teréga Launch BarMar JV to Build Barcelona–Marseille Hydrogen Pipeline

(IN BRIEF) Enagás, NaTran, and Teréga have formed a joint venture—owned 50% by EIH-Enagás, 33.3% by NaTran, and 16.7% by Teréga—to develop the BarMar hydrogen pipeline connecting Barcelona and Marseille, a key component of the EU’s first clean-hydrogen corridor (H2med). CEO Francisco Pablo de la Flor will lead the new company based in Provence-Alpes-Côte d’Azur. This agreement, following a June 2024 Joint Development pact and EU reaffirmation in Brussels, is backed by CINEA grants covering 50% of development costs under the Connecting Europe Facility. The BarMar venture will fund engineering, marine surveys, and environmental studies needed for project permits.

(PRESS RELEASE) MADRID, 3-Jul-2025 — /EuropaWire/ — Transmission system operators Enagás (via Enagás Infraestructuras de Hidrógeno), NaTran, and Teréga have signed a Shareholders’ Agreement to create a joint venture for the BarMar Project of Common Interest (PCI) under the H2med hydrogen corridor. This pipeline will link Barcelona to Marseille, forming a cornerstone of the EU’s inaugural clean-hydrogen route alongside the CelZa project.

One year after their June 2024 Joint Development Agreement, the three partners have formalized governance: the new company—headquartered in Provence-Alpes-Côte d’Azur—will be owned 50% by EIH-Enagás, 33.3% by NaTran, and 16.7% by Teréga, mirroring the Spain-France 50:50 balance of the H2med initiative. Francisco Pablo de la Flor (Enagás) has been appointed CEO.

This milestone follows a high-level meeting on 24 June 2025 in Brussels—attended by the five H2med CEOs and EC Executive Vice-President Teresa Ribera—that reaffirmed EU backing. Shortly thereafter, Grant Agreements were signed with the European Climate, Infrastructure and Environment Executive Agency (CINEA) under the Connecting Europe Facility (CEF). These grants cover 100% of requested funds and finance 50% of development costs, enabling engineering studies, marine surveys, and environmental assessments vital for permitting.

Mr. Arturo Gonzalo, CEO of Enagás, stated:

“Forming this joint company embodies our shared resolve to deliver pivotal energy infrastructure for Europe. It kicks off an operational phase uniting our expertise to surmount technical and regulatory hurdles and make H2med a reality.”

Ms. Sandrine Meunier, CEO of NaTran, commented:

“BarMar’s establishment provides a long-term framework for cross-border cooperation on strategic hydrogen transport. Based in France, this venture will harness our collective know-how to decarbonize industry and strengthen Europe’s energy integration.”

Ms. Carolle Foissaud, CEO of Teréga, added:

“BarMar anchors H2med at the core of Europe’s energy sovereignty and carbon-neutral goals. The CEF funding underscores confidence in our consortium’s expertise, and Teréga is fully mobilized to ensure this corridor decarbonizes our regions and industries.”
