CIMIC Group’s CPB Contractors Selected for Kwinana Freeway Upgrade in Western Australia, Securing Approximately $250 Million in Revenue

(IN BRIEF) CIMIC Group’s CPB Contractors has been selected by Main Roads WA to deliver the Kwinana Freeway Upgrade between Roe Highway and Safety Bay Road alongside McConnell Dowell, Jacobs and Arup, with the contract expected to generate approximately $250 million in revenue for CPB Contractors. The Western Australian project will increase capacity and improve safety across one of Perth’s most important transport corridors, including a new 2.5-kilometre southbound lane and bridge widening between Roe Highway and Berrigan Drive, a new 3.3-kilometre northbound lane between Russell Road and Beeliar Drive, and an additional lane in each direction across 11 kilometres between Russell Road and Mortimer Road. The programme will also introduce 11 coordinated northbound ramp signals between Safety Bay Road and Roe Highway, supported by civil and Intelligent Transport System works, while upgrading noise walls, safety barriers, surfacing and drainage. CIMIC Group Executive Chairman Juan Santamaría said the project will strengthen connections between communities, employment centres, industrial precincts and major freight routes while supporting Western Australia’s economic and population growth.

(PRESS RELEASE) MADRID, 9-Sep-2026 — /EuropaWire/ — CIMIC Group’s CPB Contractors has been selected by Main Roads Western Australia (Main Roads WA) to deliver the Kwinana Freeway Upgrade between Roe Highway and Safety Bay Road, working alongside McConnell Dowell, Jacobs and Arup on a major programme designed to increase road capacity, improve safety and strengthen transport efficiency across the Perth metropolitan area.

The project is expected to generate approximately $250 million in revenue for CPB Contractors.

The Kwinana Freeway is one of Western Australia’s most important transport corridors, supporting commuter travel, industrial areas and freight movements. The upgrade is intended to reduce congestion, improve travel-time reliability and prepare the network for future demand as Western Australia’s population and economy continue to grow.

Upgrade to add substantial capacity along Kwinana Freeway

The design and construction programme will expand capacity across several sections of the freeway between Roe Highway and Safety Bay Road.

Between Roe Highway and Berrigan Drive, the project will construct a new 2.5-kilometre southbound lane and widen an existing bridge, increasing this section of the freeway from four lanes to five.

A new 3.3-kilometre northbound lane will also be constructed between Russell Road and Beeliar Drive, increasing capacity from three lanes to four.

Further south, an additional lane will be constructed in each direction over approximately 11 kilometres between Russell Road and Mortimer Road, expanding the freeway from two lanes to three in each direction.

Eleven coordinated ramp signals to improve traffic management

The project will introduce a new coordinated ramp signalling system along the northbound carriageway between Safety Bay Road and Roe Highway.

Civil works and Intelligent Transport System (ITS) infrastructure will be delivered to facilitate 11 new coordinated ramp signals.

The technology is intended to improve how traffic enters the freeway, helping manage congestion and support more consistent traffic flow along the corridor during periods of high demand.

Road safety, drainage and noise infrastructure also included

Beyond additional traffic lanes, the project includes upgrades to a range of supporting infrastructure.

Works will include improvements to noise walls, road safety barriers, pavement surfacing and drainage systems, alongside the broader civil and ITS programme.

Together, the improvements are intended to increase the resilience, safety and operational performance of the freeway while accommodating higher traffic volumes.

Upgrade supports Perth freight and commuter connectivity

The Kwinana Freeway provides important connections between communities, employment centres, industrial precincts and major freight routes across metropolitan Perth.

By increasing capacity and reducing bottlenecks, the upgrade is expected to improve travel-time reliability for both freight operators and commuters.

The project is also intended to support Western Australia’s longer-term economic and population growth by improving access between key residential, commercial and industrial areas.

CPB Contractors builds on Western Australian Government relationship

Juan Santamaría, Chief Executive Officer of ACS Group and HOCHTIEF and Executive Chairman of CIMIC Group, said the project builds on the Group’s established relationship with the Western Australian Government.

He said CPB Contractors will work with Main Roads WA and the Office of Major Transport Infrastructure Delivery to safely and reliably deliver the upgrade.

Santamaría said strengthening links between communities, employment centres, industrial precincts and freight routes will help support economic growth and create a safer and more resilient transport network.

Multi-company team to deliver major transport infrastructure programme

CPB Contractors will deliver the project alongside McConnell Dowell, Jacobs and Arup, bringing together construction, engineering and design capabilities for the freeway programme.

The combination of capacity expansion, bridge widening, ITS technology and supporting civil works is intended to create a more efficient transport corridor capable of responding to increasing traffic volumes across Perth’s southern metropolitan area.
